WISCONSIN AMATEUR HOCKEY ASSOCIATION, INC.

ASSOCIATION PURPOSE

  1. To encourage, improve, and promote the standards and extent of ice hockey in the state of Wisconsin.

  2. To conduct ice hockey tournaments and to select representative teams for competition in regional and national tournaments.

  3. To encourage youth in the development of high school hockey.

  4. To do any and all acts necessary or desirable in the furtherance of the foregoing purposes.

The members of the WAHA shall be composed solely of organized amateur ice hockey teams and leagues, all, or a majority of which, are in Wisconsin. The Association is a member of USA Hockey and adheres to its regulations.

It is the sincere hope of the Wisconsin Amateur Hockey Association that ICE HOCKEY in Wisconsin will grow, and that our organization will not only be a good one but that eventually through hard work it will be one of the best.

BY-LAWS

ARTICLE 1 ­ PURPOSE

The purpose for which the corporation has been organized is as follows:

This corporation claims complete jurisdiction as the governing body of amateur ice hockey in the state of
Wisconsin, in compliance and in concert with USA Hockey, Inc. As such the objects shall be:

  • To foster, advance, develop and regulate the game of ice hockey as an amateur sport in the state of Wisconsin.
  • To promote, encourage and assist in the formation of local governing bodies of amateur ice hockey through their affiliation with this corporation and USA Hockey Inc. associations.;
  • To affiliate with and cooperate with other international and national amateur ice hockey organizations.
  • To establish and maintain uniform playing rules for amateur ice hockey within the state of Wisconsin; rules and
    regulations to be in compliance with and in concert with USA Hockey, Inc.
  • To conduct and promote sectional and state ice hockey contests and tournaments; also to select teams to represent the Wisconsin Amateur Hockey Association, Inc.
  • To register and sanction active ice hockey leagues, clubs, teams, officials and players in the state of Wisconsin, with USA Hockey Inc. through the collection and payment of fees by the District Registrar of USA Hockey, Inc., or the corporation Treasurer.

This corporation is organized exclusively for charitable, religious, educational, and/or scientific purpose under section 501 (c) (3) of the Internal Revenue Code.

Notwithstanding any other provision of this document, the organization shall not carry on any other activities not permitted to be carried on (a) by an organization exempt from federal income tax under section 501 (c) (3) Of the Internal Revenue Code, or corresponding section of any future federal tax code, or (b) by an organization, contributions to which are deductible under section 170 (c) (2) of the Internal Revenue Code, or corresponding section of any future tax code.

ARTIICLE 2 - ANNUAL MEETING

Any action(s) or policy(s) adopted or requested to be adopted by the Board of Directors or the officers of Affiliate shall be reported to its membership, or their duly authorized representatives, at least once each year at a meeting called for such purpose, with notice and agenda of such meeting being given to all members of Affiliate no less than fifteen (15) days in advance of the holding of the meeting, which meeting shall be open to all members of Affiliate.

The annual meeting of WAHA shall be held on the third Saturday in May (unless the same shall be a holiday, and in that event, on the second Saturday) in each year, at 1 p.m. at such place in Wisconsin designated by the Board of Directors.  

ARTICLE 3 -- USA HOCKEY PREEMINENCE

The Wisconsin Amateur Hockey Association, Inc (WAHA), an Affiliate Association of USA Hockey, Inc., shall abide by and act in accord with the Articles of Incorporation, Bylaws, Rules and Regulations, Playing Rules and decisions of the Board of Directors of USA Hockey, and such documents and decisions shall take precedence over and supersede all similar governing documents and/or decisions of the Wisconsin Amateur Hockey Association, Inc. Further, the Wisconsin Amateur Hockey Association, Inc. (i) shall assist USA Hockey in the administration and enforcement of the provisions of the Bylaws, Rules and Regulations, Playing Rules and decisions of the Board of Directors of USA Hockey, within and upon its members and/or within its jurisdiction and (ii) agrees to be guided by the following core values of USA Hockey:

  • SPORTSMANSHIP ­ Foremost of all values is to learn a sense of fair play. Become humble in victory, gracious in defeat. We will foster friendship with teammates and opponents alike.
  • RESPECT FOR THE INDIVIDUAL ­ Treat all others as you expect to be treated.
  • INTEGRITY ­ We seek to foster honesty and fair play beyond mere strict interpretation of the rules and regulations of the game.
  • PURSUANT OF EXCELLENCE AT THE INDIVIDUAL, TEAM AND ORGANIZATIONAL LEVELS ­ Each member of the organization, whether player, volunteer or staff, should seek to perform each aspect of the game to the highest levels of his or her ability.
  • ENJOYMENT ­ It is important for the hockey experience to be fun, satisfying and rewarding for the participant.
  • LOYALTY ­ We aspire to teach loyalty to the ideals and fellow members of the sport of hockey.
  • TEAMWORK ­ We value the strength of learning to work together. The use of teamwork is reinforced and rewarded by success in the hockey experience.
ARTICLE 4 ­ INDEMNITY

The Wisconsin Amateur Hockey Association, Inc. an Affiliate Association of USA Hockey, Inc., shall indemnify and hold harmless USA Hockey, the Board of Directors of USA Hockey and each member thereof, the Executive Committee of USA Hockey and each member thereof, the councils and committees of USA Hockey and each member thereof, and all other elected, appointed, employed or volunteer representatives of USA Hockey from any and all claims, liability, judgments, costs, attorneys' fees charges and expenses whatsoever, arising from the acts and omissions of Wisconsin Amateur Hockey Association, Inc., except to the extent (i) that USA Hockey or its aforedescribed representatives caused such claims, liability, judgments, costs, attorneys' fees, charges or expenses by their own intentional neglect or default or (ii) that such acts or omissions were the direct result of compliance with the Articles of Incorporation, Bylaws, Rules and Regulations, Playing Rules or decisions of the Board of Directors of USA Hockey. Further, the Wisconsin Amateur Hockey Association, Inc. understands and acknowledges that USA Hockey and its aforedescribed representatives have assumed such assignment, function, office or capacity upon the express understanding, agreement and condition that they be so indemnified and held harmless to the extent described in this bylaw.

USA Hockey shall reasonably cooperate with Affiliate in any litigation and provide reasonable support in connection therewith, including but not limited to advice and testimony upon reasonable request; provided, however that such cooperation shall not require USA Hockey to incur any out of pocket expense not reimbursed by Affiliate.

ARTICLE 5 ­ MEMBERSHIP

All member leagues and teams of the WAHA must be members in good standing with USA Hockey.

Each association shall file with the WAHA secretary a copy of its bylaws, certified by the president and secretary, and a plan, showing the distinct boundaries from which it draws its membership and players.

Individual memberships for interested persons will be issued for $5. They will receive WAHA bulletins, but will not have voting privileges, unless an elected officer or director.

Clubs and associations must be members of the WAHA to be eligible for state tournament competition. The annual membership fee is $105. Officers will be placed on the mailing list to receive WAHA bulletins. President or designated representative shall have voting privileges at the annual meetings.

Each League and Association, who are members of WAHA, shall be entitled to elect one person to represent the League or Association at the annual meeting and have one (1) vote: such person shall have been elected by the Teams of the League or Association he/she represents. Each Association will also be entitled to have one (1) vote for each team registered with WAHA/USA. (NOTE: All voting delegates will register prior to the meeting.)

Voting Privileges at the Annual Meeting
Voter shall be at least 18 years of age, an active member of a WAHA affiliate and properly registered prior to the start of the annual meeting. In addition, when voting for directors he/she must be an active member of the WAHA affiliate whose boundaries lie within the boundaries of the director's district, for which he/she is voting.

    NOTE: Properly registered means signing the official voter registration list and getting a voting card at the registration table. Active member means being in attendance at the annual meeting. NO VOTE BY PROXY

Directors ­ Only Elected Region Directors and Officers shall have one (1) vote at all WAHA Board of Directors meetings. All other members of the WAHA Board of Directors do not have a vote, but do have a voice in WAHA Board of Directors meetings. Each director is entitled to one vote on all matters at the annual meeting.

ARTICLE 6 - QUORUM

A majority of the Board of Directors present at the meeting shall constitute a quorum at any regular meeting.  

ARTICLE 7 - BOARD OF DIRECTORS

Election of Directors
Each Region will elect their number of directors up for election by caucus at the annual meeting. Directors must live and be voted on by the region in which they serve.

The State of Wisconsin is divided into six (6) regions. Each region shall have a minimum of two (2) directors not from the same county (unless elected at large or appointed by the Board of Directors) elected for a three (3) year staggered term. The three regions with the most registered teams shall have one (1) additional director elected at large. The Board of Directors may appoint additional directors from the state to serve at large. The secretary-treasurer may be a non-voting appointed member.

ARTICLE 8 ­ POWERS OF THE BOARD OF DIRECTORS

The duties of the officers are as follows:

PRESIDENT
The duties of the president shall include, but not be limited to:
  • Presiding at all meetings.
  • Performing such duties usual to the office of the President, including have the power to call special meetings of the Association at his discretion and the power to determine questions arising from emergencies not provided for in the Rules, Regulations or Bylaws, until time as they may be acted upon by the Board of Directors.
  • Attending and representing the Wisconsin Amateur Hockey Association, Inc. at other ice hockey meetings or to appoint a voting member of the Board of Directors to attend in his place.
VICE PRESIDENTS
In the absence of the President, the 1stVice President, shall have all the power and perform the duties of the President. In the absence of the higher ranking officers, the 2nd, 3rd, 4th, 5th, 6th and 7th Vice Presidents, shall have the powers and duties of the higher ranking officers in their respective order of holding office.
  • The 1st Vice-President (Mike Connor) will be in charge of the High School tournaments.
  • The 2nd Vice-President (Mike Kennedy) will be in charge of the Peewee tournaments.
  • The 3rd Vice-President (Bob Normand) will be in charge of the Squirt tournaments.
  • The 4th Vice-President (Jerry Kennedy) will be in charge of the Bantam tournaments.
  • The 5th Vice-President (Don Mulder) will be in charge of the Adult and 16U Midget tournaments.
  • The 6th Vice-President (Al Deming) will be in charge of the Mite tournaments.
  • The 7th Vice-President (Mary Ann Robinson) will be in charge of the Girls and Women's tournaments.
Each vice-president will be responsible for making the pairings and notifying the respective teams.

SECRETARY/TREASURER
The secretary-treasurer shall keep the books of WAHA, receive all funds due the association, pay all rightful obligations of the corporation, submit quarterly and annual reports to the Board of Directors, publish the WAHA bulletins, compile the minutes of all WAHA meetings and be the official custodian of the corporation records and verify eligibility of voting members present at WAHA meetings.

Only elected Region Directors and Officers shall have one (1) vote at all WAHA Board of Directors meetings. All other members of the WAHA Board of Directors do not have a vote, but do have a voice in WAHA Board of Directors meetings. Each director and officer shall have one (1) vote in all WAHA decisions.

Each board director who fails to attend two successive meetings without a reason given in writing or verbally to the secretary is automatically dropped from the board. A director who cannot attend a meeting may send a written proxy with another person.

The Board of Directors is empowered to appoint a director to fill any vacancy on the board, with an election to be held at the next annual meeting of the WAHA.

The WAHA Board of Directors shall have the right to decide any appeal when the affiliates authority was delegated by WAHA.

ARTICLE 9 - SUSPENSION AND EXPULSION

  1. In accordance with any violation of the Constitution, Bylaws or Regulations of this association, or decisions of the officers of WAHA by any member of this association shall render such member liable to suspension by a two-thirds vote of the WAHA until the next annual meeting or special meetings, and to expulsion at the Board of Directors meeting.

    1. With respect to suspensions resulting from assaults on game officials from match penalties in violation of Rule 601(g)1 or 601(j)1 (Physical Assault on Game Officials) of USA Hockey's Playing Rules, there shall be immediate suspension from all USA Hockey sanctioned games and practices and a hearing under USA Hockey Bylaw 10.D (Playing Rule violations) by either the governing state association or Affiliate Association, its designated hearing body, or the Junior Council sanctioned league, which shall exercise original jurisdiction in the matter. If the match penalty is affirmed, the player or team official shall be suspended for not less than one calendar year with one calendar year probation thereafter. Suspensions under this paragraph shall be immediately reported to the applicable Affiliate Association(s), and the appropriate District Registrar(s). Any game official assessing said penalty shall file with his/her USA Hockey District Referee-in Chief a written game report within forty-eight (48) hours of the incident. The Referee-in Chief shall immediately investigate the incident and promptly submit a written opinion, together with the game sheets and reports to the suspending authority, indicating whether the incident is applicable under Rule 601(g)1 or 601(j)1 or is more applicable under a different playing rule. A copy of the Referee-in-Chief's written report and opinion shall be sent to the suspending authority to both the player, team official and game official involved. The Registrar may accept a registration subject to the terms of this suspension.

NOTE: The following paragraphs are printed as informational only and are reprinted as a convenience from the USA Hockey Playing Rules or USA Hockey Annual Guide. The USA Hockey Playing Rules and USA Hockey Annual Guide are the primary documents concerning any disputes or conflicts.
  1. GAME MISCONDUCT ­ Rule 404(b) and (c). A game misconduct penalty involves the suspension of a player or Team Official for the balance of the game, but another player is permitted to immediately replace a player removed. A player or team official incurring a game misconduct penalty shall be suspended for his team's next game (the game already appearing on the schedule of that team at the time of the infraction, except that when such penalty is imposed under Rule 403(b)(Second Major in Game) there shall be a minimum two-game suspension.

    (Note) In all cases where a game misconduct penalty is assessed, the incident shall be reported to the proper authorities who shall have full power to impose further suspensions.

    Any player (Midget age classification and below, including High School and Adult Women) who incurs five penalties in the same game shall be assessed a game misconduct penalty.

    Any Adult player who incurs five penalties in the same game shall be immediately ejected from the game with no further suspension.

    Any Head Coach whose team (Midget age classification and below, including High School and Adult Women) receives fifteen or more penalties during one game shall be suspended for the next one game of that team.

    ZERO TOLLERANCE FOR VERBAL ABUSE

    In an effort to make Ice Hockey and Inline Hockey more desirable and rewarding experiences for all participants, the USA Hockey Youth, Junior and Adult Councils and the Inline Section have instructed the Officiating Program to adhere to certain points of emphasis relating to sportsmanship. This campaign is designed to require all players, coaches, officials, parents/spectators and team officials and administrators to maintain a sportsmanlike and educational atmosphere before, during and after all USA Hockey sanctioned games. Thus, the following points of emphasis will continued to be emphasized by all On-Ice Referees and Linesmen:

    PLAYERS: A penalty (Zero Tolerance) shall be assessed whenever a player:

    1. Openly disputes or argues about any decision by an official.

    2. Uses obscene or vulgar language at anytime, including any swearing, even if it is not directed at any particular person.

    3. Visually demonstrates any sign of dissatisfaction with an Official's decisions.

    Any time that any player persists in any of these actions, additional penalties shall be assessed per the penalty progression established under Rule 601.
    COACHES: A penalty (Zero Tolerance) shall be assessed whenever a coach:

    1. Openly disputes or argues about any decision by an official.

    2. Uses obscene or vulgar language at any time, including any swearing, even if it is not directed at a particular person.

    3. Visually demonstrates any sign of dissatisfaction with an Official’s decision.

    Any time that a Coach persists in any of these actions, additional penalties shall be assessed per the penalty progression established under Rule 601.

    OFFICIALS: Officials are required to conduct themselves in a businesslike, sportsmanlike, impartial and constructive manner at all times. The actions of an official must be above reproach. Actions such as "baiting" or inciting players or coaches are strictly prohibited.

    Officials are ambassadors of the game and must always conduct themselves with this responsibility in mind.

    PARENTS/SPECTATORS: The game will be stopped by game officials, when the parents/spectators displaying inappropriate and disruptive behavior, interfere with other spectators or the game. Once removed, play will resume. Lost time will not be replaced and violators maybe subject to further disciplinary action by the local governing body. This inappropriate and disruptive behavior shall include:
    • Use of obscene or vulgar language in a boisterous manner to anyone at anytime.
    • Taunting of players, coaches, officials or other spectators by means of baiting, ridiculing, threat of physical violence or physical violence.
    • Throwing of any object in the spectator viewing area, players bench, penalty box, or on ice surface, directed in any manner as to create a safety hazard.
    MATCH PENALTY ­ Rule 405(a) and (c). A match penalty involves the suspension of a player or team officials for the balance of the game, and the offender shall be removed from the game immediately. A player or team official incurring a match penalty shall be suspended from participating in any USA Hockey games and practices until his or her case is dealt with by the Proper Authorities (see Glossary). A mandatory hearing by the proper authorities shall be held and a decision made relative to any further disciplinary action within 30 days of the incident. If extenuating circumstances prevent the proper authorities from conducting the mandatory hearing, the player or team official shall be automatically reinstated after 30 days (See USA Hockey Annual Guide, By-Law 10).

    ABUSE OF OFFICIALS: Original jurisdiction in any hearing resulting from a Match penalty assessed under Rule 601(g)1 or 601 (j)1 (Physical Assault of Officials) shall reside with the Affiliate Association (See Glossary) [WAHA].

    NOTE: A Team Official is defined in the USA Hockey Rule Book Glossary.

  1. REPORTING AND HEARING REQUIREMENTS FOR A MATCH PENALTY OR A GAME MISCONDUCT:

    1. Any game official assessing a Game Misconduct or Match Penalty is required to file with the W.H.O.A. Referee-in-Chief, by an on-line report from the W.H.O.A. website. In addition, for all Match Penalties, the game official must mail a copy of the score sheet, within 24 hours of the incident to the W.H.O.A. Referee-in-Chief. Any Referee who fails to comply with this requirement is subject to suspension under USA Hockey By-Law 10 and WAHA By-Law Article 9.
    2. Within 24 (hours), the Referee-in Chief shall forward the game report and score sheet to the Chairman of the WAHA Discipline Committee. The Chair shall forward a copy of the game report, score sheet and the WHOA reporting form to the Local Affiliate governing the player or team official assessed the penalty. The material will be sent by certified U.S. mail or by e-mail to the Local Affiliate President as listed in the WAHA directory.
    3. No hearing by the local governing body is permitted without the paperwork sent from the WAHA Discipline Committee Chairman in the presiding paragraph.
    4. A hearing about the incident must be held within 30 days (see USA Hockey Annual Guide By-Law 10). Until the hearing is held and the matter is adjudicated, the player or team official assessed the penalty is prohibited from taking part in any USA Hockey team activities, games or practices.
    5. The committee holding the hearing may consist of individuals at the discretion of the local affiliate. No one on the hearing committee may be a team member or team official of the team involved, nor may a relative of the player or team official assessed the penalty serve on the committee.
    6. Upon completion of the required hearing, the Local Governing Body President shall promptly notify the WAHA Discipline Committee Chairperson in writing of the determination of the hearing by forwarding the WAHA reporting form by Fax, mail or e-mail.
ARTICLE 10 - COURT ACTIONS
    In order to preserve so far as possible the purity of amateur hockey, any recourse to the courts and jurisdiction by a member or individual before all the rights of the Constitution and Bylaws of this association shall have been exhausted, shall be ungentlemanly conduct within the meaning of the Bylaws and violation thereof, entailing the immediate suspension and disqualification of any such member or individual.
ARTICLE 11 - APPEALS
  1. Only appeals in writing to the WAHA Board of Directors by affiliate presidents, on affiliate stationery, will be considered. All appeals must be received within 10 days, or the appeal shall not be allowed (except in C below). No appeals will be allowed on rule interpretations. Appeals can only be made after a league game protest regional playoff game protest or as otherwise spelled out in the rules and regulations, and a decision rendered. Appeals should be directed to the president of the WAHA or in his absence, to the WAHA secretary. The WAHA Board will only deal with duly elected officers of an association during any appeal. All decisions of the WAHA shall be final unless overruled by USA Hockey.

  2. Appeals to the WAHA board of directors, which are untimely for the entire board to act upon, will be acted on by the appeals committee with the following makeup: president, secretary-treasurer, referee-in-chief, and the vice-president in charge of the category bringing the appeal.

  3. Protest involving an independent team or individual game must be made in writing within twenty-four (24) hours to the WAHA for arbitration.

  4. Only two representatives of each team shall be permitted to appear before the WAHA.

  5. A sum of $100 shall accompany each appeal or protest. Make check payable to the Wisconsin Amateur Hockey Association. This sum will be refunded if protest is upheld.
ARTICLE 12 ­ MISCELLANEOUS
  1. All players, officials, teams and league suspended by USA Hockey shall be automatically suspended by WAHA until such suspension is lifted by USA Hockey.
     
  2. No member of WAHA may play any team outlawed by USA Hockey and shall be automatically suspended by WAHA until such suspension is lifted by USA Hockey.
     
  3. This organization and no affiliated organization shall discriminate against any person or organization on the bases of race, color, sex or national origin.
     
  4. Class AAA teams shall represent Wisconsin in USA Hockey Tier I regional and national tournament. Teams interested in tournament play must indicate their desire by November 1, upon payment of a $700 fee to the secretary of WAHA. This fee will be used to pay entry fee into USA Hockey regional playoffs for Wisconsin's representative. If state playoffs are required, the $700 deposit will be returned to the losers.
     
  5. Division 1 through 4 may represent Wisconsin in USA Hockey Tier II regional and national tournaments. If more than one association applies, then there must be a head to head competition in a playoff game, in a neutral location, approved by WAHA, with game expense to be paid by participating teams. Teams interested in tournament play, must indicate their desire by October 1, upon payment of a $700 fee to the secretary of WAHA. This fee will be used to pay the entry fee into USA Hockey regional playoffs for Wisconsin representative. If state playoffs are required, the $700 deposit will be returned to the loser.
     
  6. Copies of all correspondence between individual league or teams with officials of USA Hockey shall be sent to the secretary of WAHA.
     
  7. All Game Misconducts and Match Penalties assessed during any WAHA/USA Hockey game shall be reported by the game Referee to WAHA/WHOA within 24 hours of the completion of the game.  The game Referee shall file an on-line Game Report through the WHOA website.  Also, the game Referee shall mail a copy of the game score sheet to the WHOA Referee-in-Chief within 24 hours of the completion of the game whenever a Match Penalty is assessed.  Any Referee who fails to comply with this requirement is subject to suspension under USA Hockey By-Law 10 and WAHA By-Law Article 9.
     
  8. All teams registered with WAHA/USA Hockey must use only properly registered USA Hockey/WAHA/(WHOA) officials for all their games. Violations of this By-Law are subject to WAHA By-Law Article 9. Any official who officiates a game involving a team not registered with USA Hockey, the National Federation of High Schools, the NCAA, the IIHF or the NHL and its affiliate teams shall be removed from the WAHA State Playoff and State Tournament officials list for a period of three years.
  9. The official method of refereeing USA Hockey/WAHA games is with one Referee and two Linesmen. However, local associations are authorized to use two Referees for games under their jurisdiction. (The two-referee and one-linesman system is not an approved system by USA Hockey and cannot be used in any USA Hockey/WAHA game without express written permission by the W.H.O.A. Referee-in-Chief.)
     
  10. All invitational tournaments must be registered with USA Hockey and WAHA. Fees range from $50 to $100 depending upon kind of teams being invited. Hosting an unsanctioned tournament or violating WAHA and/or USA Hockey tournament rules will be cause for penalties to the hosting association:
     
    1. For the first offense the association will not be allowed to host invitational tournaments at any age level for the balance of the current season and following season.
    2. For the second offense within a three year period, the violating association will not be allowed to host or to participate in invitational and WAHA state tournaments (including playoffs) at any age level for the balance of the current season and the following season.
    3. Penalized associations may not have another affiliate association host tournaments at the penalized association's site.
    4. WAHA affiliate teams participating in unsanctioned tournaments may be suspended from any WAHA activities for the balance of that season and the following season.
       
  11. WAHA SCREENING POLICY. It is the policy of WAHA/USA Hockey that it will not authorize or sanction in its programs that it directly controls any volunteer or employee who has routine access to children (anyone under the age of majority) who
    refuses to consent to be screened by USA Hockey before he/she is allowed to have routine access to children in USA Hockey's programs. Further, it is the policy of USA Hockey that it will require the affiliates to adopt this policy as a condition of its affiliation with USA Hockey.

    A person may be disqualified and prohibited from serving as an employee or volunteer of USA Hockey if the person has:
     
    1. Been convicted (including crimes the record of which has been expunged and pleas of "no contest") of a crime of child abuse, sexual abuse of a minor, physical abuse, causing a child's death, neglect of a child, murder, manslaughter, felony assault, any assault against a minor, kidnapping, arson, criminal sexual conduct, prostitution related crimes or controlled substance crimes;
    2. Been adjudged liable for civil penalties or damages involving sexual or physical abuse of children;
    3. Been subject to any court order involving any sexual abuse or physical abuse of a minor, including but not limited to domestic order for protection;
    4. Had their parental rights terminated;
    5. A history with another organization (volunteer, employment, etc.) of complaints or sexual or physical abuse of minors;
    6. Resigned, been terminated or been asked to resign from a position, whether paid or unpaid, due to complaint(s) of sexual or physical abuse of minors; or
    7. Has a history of other behavior that indicates they may be a danger to children in USA Hockey.
    WAHA SEXUAL ABUSE POLICY. It is the policy of WAHA/USA Hockey that there shall be no sexual abuse of any minor participant involved in any of its sanctioned programs, its Training Camps, Hockey Clinics, Coaches Clinics, Referee Clinics, Regional and National Tournaments or other USA Hockey events by an employee, volunteer, or independent contractor. Sexual abuse of a minor participant occurs when an employee, volunteer or independent contractor touches a minor participant for the purpose of causing the sexual arousal or gratification of either the minor participant or the employee, volunteer or independent contractor. Sexual abuse of a minor participant also occurs when a minor player touches an employee, volunteer or independent contractor for the sexual arousal or sexual gratification of either the minor participant or the employee, volunteer or independent contractor, if the touching occurs at the request or with the consent of the employee, volunteer or independent contractor.

    Neither consent of the player to the sexual contact, mistake as to the participant's age, nor the fact that the sexual contact did not take place at a hockey function are defenses to a complaint of sexual abuse.

    Upon proof of a violation of this policy, the violator will be permanently banned or suspended from USA Hockey sanctioned programs and/or the programs of its Affiliate Associations.     WAHA PHYSICAL ABUSE POLICY. It is the policy of WAHA/USA Hockey that there shall be no physical abuse of any participant involved in any of its sanctioned programs, its Training Camps, Hockey Clinics, Coaches Clinics, Referee Clinics, Regional and National Tournaments or other USA Hockey events by any employee, volunteer or independent contractor. Physical abuse means physical contact with a participant that intentionally causes the participant to sustain bodily harm or personal injury. Physical abuse also includes physical contact with a participant that intentionally creates a threat of immediate bodily harm or personal injury.

    Physical abuse does not include physical contact that is reasonably designed to coach, teach or demonstrate a hockey skill. Permitted physical conduct may include, but is not necessarily limits to, shooting pucks at a goaltender, demonstrating checking and other hockey skills, and communicating with or directing participants, during the course of a game or practice, by touching them in a non-threatening, non-sexual manner.

  1. All on-ice officials must be registered with USA Hockey and their respective affiliate to officiate WAHA-sanctioned games.
ARTICLE 13 ­ AMENDMENTS
  1. Additions to, or amendments of, these Bylaws may be made only by:

    1. A motion, in writing on official WAHA agenda submission form sent to the secretary of WAHA before February 1. Motion(s) will be referred to the editor of WAHA booklet for review. All motions to change or amend the Bylaws will be mailed to each WAHA association member by May 1.
    2. The motion will then be referred to the Board of Directors of WAHA, which will consider the motion submitted to it, and take such action as may be appropriate in preparing the motion for action on the floor at the annual meeting.
    3. The motion shall then be presented to the membership at the annual meeting.
    4. Additions to the Bylaws will need a majority vote of the membership present.
    5. A two-thirds majority vote of the membership present will be required to repeal or amend parts of the Bylaws.
    6. The Board of Directors shall have the authority to add or amend the Bylaws should USA Hockey make changes and/or amendments affecting the WAHA.

ARTICLE 1 ­ REGISTRATION & ELIGIBILITY
  1. The combined registration fee for the WAHA and USA Hockey shall be:

    1. $40 ($30 to USA Hockey, $10 to WAHA) for all players over the age of 6 (free for players 6 and under).
       
    2. Out-of-state and Canadian teams playing in leagues under the jurisdiction of the WAHA shall comply with all USA Hockey regulations.
  1. All teams entering the state tournament must submit their WAHA State Tournament Entry Form and entry fees to the Secretary-Treasurer of WAHA on or before November 15.
     
  2. Team Entry fee for state tournaments will be $625 for Adult Check, High School, and Midget; $425 for Adult No Check; $525 for Boys Bantam and down; and all classifications for Women/Girls. All but $75 will be returned if a team fails to make the state tournament.
     
  3. PLAYER REGISTRATION. Player rosters for all levels of competition must be submitted by December 31 to be eligible for state tournaments. Natural outdoor ice teams by January 15.
     
  4. A player may not be registered with more than one (1) association, or more than one (1) team in the same age classification. A player can, however, as long as the player meets age classification, be registered with more than one team in a different age classification within the same association. A senior player can only be registered with one club in any senior category.


  5. Any team using a player registered with another WAHA or USA Hockey association, other than WAHA approved co-op teams, shall forfeit any games in which the player participated, and the player shall be declared ineligible for any further state tournament competition.
     
  6. No player may play for any association other than the association certified by WAHA to serve the area in which the player resides on a permanent basis. Conversely, no association, whether or not its boundaries are certified by WAHA, may accept any player from any area served by another association whose boundaries are certified by WAHA, EXCEPT:

    1. A player may play for a team from the nearest association offering a team of higher classification (Division 1, 2, 3 or 4) than the highest team offered by the association serving player's place of residence. The player must be selected by that nearest association to play on their highest classified team. For example: a Squirt from a Division 3 association "B" team could play for a Division 1 or 2 association provided the player is selected to play on the association's "A" team. The player could not play for any association classified as Division 3 or 4 or on any team other than the highest classified team of a Division 1 or 2 association. If a player is not selected to play on the highest-level team, the player must return to their home association. (NOTE: Players accepted under Section I-1 at all times shall be considered as an out-of-district player while rostered with any team of any association except the association serving their place of residence.)
       
    2. Any team may accept two (2) players under exception 1 above with no penalty. Any team accepting more than two (2) players, however, will not be eligible for state tournament competition in that classification. Written notice is to be given immediately to the respective associations.
       
    3. A player residing in an area not represented by an association must play for the nearest established association. Such a player is considered as residing only in the area of the association on whose USA Hockey Roster the player's name and signature first appears. (NOTE: Players residing in an area having two (2) or more associations shall be considered as residing only in the area of the association on whose USA Hockey roster the player's name and signature first appears.)

      1. Once an approved association is established to serve a family's place of residence, the family will be "grand-fathered" and may continue to play for the original association indefinitely. However, once the player transfers to the association serving the player's place of residence, they will be considered as being from that new association and must meet all obligations mentioned in these By-laws and Rules/Regulations. (Note: If the player transfers to any association other than the one serving the place of residence, all obligations mentioned in these By-laws and Rules/Regulations must be met, including getting released from the association serving the player's place of residence.)

    4. If in any season an association fails to register enough players to form a team at a given level, the association may form a co-op team with another association. To form a co-op team, both associations must submit a written request to the President of WAHA or, in his absence, to the WAHA Secretary. The WAHA Board will have final say on all requests. If approved, the co-op team would be eligible for State Tournament play, and the co-op would exist for one year only.
       
    5. Players transferred under Section H hereof.

  7. Players may transfer from one association to another, regardless of classification, only with written consent of the releasing association. No transfers shall be made after December 31. Written consent must be obtained each of the first two years. (Note: Players accepted upon written consent for each of the first two (2) years shall still be considered as being from the association serving their place of residence and as out-of-district on the roster of the accepting association). After obtaining written consent for each of the first two (2) years, the player shall be considered as being from the transferred-to association.) Any team accepting more than two (2) players from another WAHA certified association would not be eligible for State Tournament play. For Example: Team A accepts one (1) player under rule L-1 and two (2) players under rule J. (Players transferring from an association classified as "AAA" or "Unclassified" must return to the association serving their place of residence unless they meet all obligations covered in these by-laws. [Note: A player who transfers from a team/association classified as "AAA" or "Unclassified" and does not return to the association serving their place of residence must obtain all written releases from both the team/association last played on and the association serving their place of residence, as  specified in these by-laws.])
     
  8. Players may not transfer from any association for any reason without meeting their financial obligation and obtaining a written financial release from the releasing association.
     
  9. CITIZENSHIP. A Player, whose parents or guardian are bona fide residents of the United States and have made definite intentions of becoming a United States citizen, is eligible to compete providing the player has the approval of the state officers. It should be noted that any youth whose parent, parents, or guardian with whom the player is living whose residence is within the state of Wisconsin is eligible to play on Junior U.S. and younger classification. EXCEPTIONS: Non-resident players may participate in High School and under classifications in the nearest Wisconsin association program, provided there is no sanctioned program in the city or town of their residence. Written evidence must be submitted to the secretary of WAHA before a non-resident player or players may be used.
ARTICLE 2 - TEAM CATEGORIES
  1. ADULT CLASSIFICATIONS

    1. All Adult teams in WAHA shall be classified as adult non-check over 30, adult non-check, adult elite, adult U.S.

      1. ADULT NON-CHECKING 30 AND OVER Restricted to U.S. residents. Unrestricted as to citizenship, and unlimited so as to include amateurs and/or reinstated professionals. Limited as to: Exclude any player who plays that current season as a professional player, or on an NCAA (Div. I, II, or III) or Junior College, or College Club team. Players shall be 30 years of age or older. Exception: Goalkeepers (2) may be 25 years of age or older before December 31 of the playing season.

      2. ADULT--NON-CHECKING-- Restricted to U.S. residents. Unrestricted as to citizenship and unlimited so as to include amateurs and/or reinstated professionals. Limited as to: Exclude any player who plays that current season as a professional player or on an NCAA (Div. I, II, or III) or Junior College, or College club team. Players shall be 18 years of age or older.
         
      3. ADULT--ELITE ­ Restricted to U.S. residents. Unrestricted as to citizenship but limited to no more than three (3) non-U.S. citizens. Limited to amateurs and/or reinstated professionals who have played less than five (5) professional games during that current season.
         
      4. ADULT U.S. ­ Restricted to U.S. citizens, either U.S. born or naturalized with final papers. Limited as to: Exclude any reinstated professionals and any player who plays that current season on an NCAA (Div. I, II, or III) or Junior College, or College Club team.

    2. Teams may appeal the use of non-American players to the WAHA Board of Directors for waiver of this rule.
       
    3. A reinstated amateur is a player who played professional hockey and signed a professional contract in a recognized professional league, but who has not participated in a professional league game for two full seasons.

  2. JUNIOR ­ HIGH SCHOOL ­ MIDGET

    1. JUNIOR. Restricted to U.S. citizens and to any youth whose parents residence is the state of Wisconsin and limited to amateurs who are 20 years of age and under on or before Dec. 31 of the hockey season in which they wish to play.
       
    2. HIGH SCHOOL. A High School team shall consist of only those players registered and attending a registered high school or an approved DPI home study program, or registered combination of high school districts approved by WAHA, and limited to amateurs who are 18 years of age and under on the first day of the school year of that season in which they wish to play. Teams shall be classified into "A" and "B" and "C" divisions upon application to the Classification Committee. NOTE: No WIAA players are eligible for state tournament play.

      NOTE: USA Hockey Age Classification Chart is found in Appendix I, at the back of this book.
       
    3. MIDGET 18 & UNDER. Restricted to any youth whose parents' residence is the State of Wisconsin and limited to amateurs who are 18 years of age and under on or before Dec. 31 of the hockey season in which they wish to play.
      NOTE: No WIAA players are eligible for state tournament play.
       
    4. MIDGET 16 & UNDER. Restricted to any youth whose parents' residence is the State of Wisconsin and limited to amateurs who are 16 years of age and under on or before Dec. 31 of the hockey season in which they wish to play.
      No WIAA players are eligible for state tournament play.
  1. YOUTH BOYS CLASSIFICATIONS

    NOTE: USA Hockey Age Classification Chart is found in Appendix I, at the back of this book.

    1. BANTAM. Restricted to any youth whose parents' residence is the State of Wisconsin and limited to amateurs who are 14 years of age and under on or before Dec. 31 of the hockey season in which they wish to play.
      No WIAA players are eligible for state tournament play.

       
    2. PEEWEE. Restricted to any youth whose parents' residence is the State of Wisconsin and limited to amateurs who are 12 years of age and under on or before Dec. 31 of the hockey season in which they wish to play.
       
    3. SQUIRT. Restricted to any youth whose parents' residence is the State of Wisconsin and limited to amateurs who are 10 years of age and under on or before Dec. 31 of the hockey season in which they wish to play.
       
    4. MITE. Restricted to any youth whose parents' residence is the State of Wisconsin and limited to amateurs who are 8 years of age and under on or before Dec. 31 of the hockey season in which they wish to play.
  1. GIRLS CLASSIFICATIONS

    NOTE: USA Hockey Age Classification Chart is found in Appendix I, at the back of this book.

    1. ADULT WOMEN. Any age.
       
    2. GIRLS 19 & UNDER - Restricted to any girl, who's residence is the State of Wisconsin and limited to amateurs who are nineteen (19) years of age and under on or before December 31 of the hockey season in which they wish to play.
       
    3. GIRLS 16 & UNDER - Restricted to any girl, whose parent's residence is the State of Wisconsin and limited to amateurs who are sixteen (16) years of age and under on or before December 31 of the hockey season in which they wish to play.
       
    4. GIRLS 14 & UNDER ­ Restricted to any girl, whose parent's residence is the State of Wisconsin and limited to amateurs who are fourteen (14) years of age and under on or before December 31 of the hockey season in which they wish to play.
       
    5. GIRLS 12 & UNDER - Restricted to any girl, whose parent's residence is the State of Wisconsin and limited to amateurs who are twelve (12) years of age and under on or before December 31 of the hockey season in which they wish to play.
       
    6. GIRLS 10 & UNDER - Restricted to any girl, whose parent's residence is the State of Wisconsin and limited to amateurs who are ten (10) years of age and under on or before December 31 of the hockey season in which they wish to play.
       
    7. GIRLS 8 & UNDER - Restricted to any girl, whose parent's residence is the State of Wisconsin and limited to amateurs who are eight (8) years of age and under on or before December 31 of the hockey season in which they wish to play.

ARTICLE 3 ­ CLASSIFICATION

WISCONSIN AMATEUR HOCKEY

USA HOCKEY TIER DEFINITION

  1. DEFINITION AND CRITERIA
    1. BEFORE AND AFTER - All Before and After high school team players must attend a high school or an approved DPI home study program and be a legal resident of the state of Wisconsin.

    2. TIER I
      AAA
      - An undistricted team that registers three or more players from districted teams, enters Regional and National USA Hockey Tournaments and pays their $700.00 entry fee by October 1st of the playing season.

      TEAM WISCONSIN - The Before and After midget-age program sanctioned by the Wisconsin Amateur Hockey Association.
      1. Tier I Committee: The WAHA President shall establish and appoint a Tier I Committee comprised of a minimum of three (3) WAHA Directors. The WAHA President shall appoint the Tier 1 Committee Chairperson.
      2. Authority: The Tier I Committee shall have responsibility for all matters pertaining to Tier I Member Associations, Tier I Organizations, Tier I Teams and Tier I Hockey, subject to the WAHA Board of Directors review, direction, change and approval.  This shall include, but is not limited to, recommending the following:  (i) granting or terminating of authority to organize and/or operate a Tier I organization, club or association ("Tier I Organization") and/or field a Tier I Team ("Tier I Team"); (ii) the total number of Tier I Teams permitted in any age division; and, (iii) establishing guidelines which shall be used to carry out the purpose of the Committee.

      3. General Intent: The general intent of Tier I Hockey in Wisconsin is to provide an opportunity for the best Wisconsin youth players to develop and compete at the highest level of hockey available in North America at their ages by and through USA Hockey and WAHA.  Tier I Hockey in Wisconsin is limited to those youth players who have the desire and ability to play at a higher level and wish to continue to develop as players by playing Tier I Hockey. Tier I Hockey is not intended to place pressure on any Youth Player to play Tier I Hockey.

      4. Guidelines For Determining The Number of Teams: Guidelines for determining the number of Tier I Teams shall include, but not be limited to the following:
        1. The number of rostered players in an age division;
        2. The number of rostered players in the age division who will play Tier I hockey;
        3. Not more than four (4) Tier I Organizations and no more than 5% of boys registered skaters in the state of Wisconsin. An organization will field no more than six (6) Tier I Teams;
        4. No Tier I Organization shall have more than one (1) team at an age level, except where the WAHA Rules authorize Major and Minor levels at that age level and then the Tier I Organization may have two teams at that age level, one team at Major and one team at Minor only. A Minor player is defined specifically as one that is at the first year of that age level;
        5. No Tier I Organization may have a Squirt Minor or Mite team;
        6. No Player may play on any Tier I Team unless that player is of at least Squirt age (under USA Hockey age classifications) for the upcoming season. No Mite age (under USA Hockey age classifications) players are allowed to play Tier I Hockey.

      5. Tier I Organizations:
        1. General: A Tier I Organization is an organization duly organized and operating in accordance with the By-Laws, Rules, Regulations and Policies of WAHA and authorized annually by WAHA to field, govern and control Tier I Teams organized by that Tier I Organization in the State of Wisconsin on a season by season term and which authorization expires annually at the end of the authorized season (September 1 through August 31).

        2. Limitation: Tier I Organizations must be an entirely separate and distinct entity and operation apart from a Tier II Organization.  A Tier I Organization or Tier I Team cannot be part of or affiliated with a Tier II Team or Tier II Organization and no person shall be an Officer, Director, Hockey Director, Coach, Coaching Director, Manager, etc. of a Tier I Organization and hold any of the above positions in an Tier II Organization.  Nothing herein shall be interpreted to preclude an Independent Contractor who is offering his/her services to the public at large from offering and providing his/her services as a skating or skills instructor to any Tier I or Tier II Team.  The Independent Contractor shall not be an employee, full-time instructor or representative of either organization nor participate in any manner, directly or indirectly, with the evaluation of players, recruiting or offering Players the opportunity to play for the Organizations which hire the Independent Contractor.

        3. Responsibility: Each Tier I Organization shall govern, control and be fully responsible for its organization, the actions, inactions and/or infractions of its teams, players, coaches, managers, parents, and personnel. This responsibility shall include debts incurred by or in the name of the Tier I Organization or any of its Tier I Teams

      6. Tier I Season: The Tier I Organization playing season shall commence on September 1st of each year and end on the last day of the Nationals Tournament of each year unless otherwise unanimously approved by the Tier I Committee.

      7. Tier I Team Authorization Procedure:
        1. Application: New Tier I Team Organizations and any existing Tier I Organization that has met all of the Tier I Organization requisites for the previous season ("Existing Tier I Organization) shall complete and deliver to the Tier I Chairperson, no later than April 1st of each year, the WAHA Tier I Application along with an application fee determined by WAHA.  Each application shall comply fully with the requirements set forth in paragraph G (3) below.  No new or existing Tier I Organization shall have authority to operate or otherwise participate in Tier I Hockey in any capacity unless it has received its authorization in writing.  The Tier I Committee and Tier I Chairperson shall recommend to the WAHA Board of Directors the acceptance or denial of the application.  The recommendation shall be in writing and shall clearly state any and all reasons.  An appeal by an existing Tier 1 organization from such a denial may be taken to the WAHA Board of Directors at the next meeting thereof, or at a special meeting called for the purpose of hearing the appeal, but only if a reasonable time is afforded the denied Tier 1 organization to prepare its appeal.

        2. Notification: Beginning with the2005-2006 season, existing or new Tier I Organizations will be notified in writing of the acceptance or denial of its application by May 1st   by the Tier I Chairperson, or his/her designee.

        3. Minimum Requirements: Every authorized new or existing Tier I Organization shall comply with the minimum requirements set forth in this Article, WAHA and USA Hockey By-laws, Policies, Rules and Regulations, which include, but shall not be limited to, the following:

            i.  A Tier I Organization must have at least one Pee Wee Youth Team and at least two (2) additional Youth Teams from one of the following divisions:  PeeWee, Bantam and Midget.

            ii.  No Tier I Organization may apply for or have more than one Minor and one Major team at any given age level authorized by WAHA.  A Minor team must consist of all Minor age players.

            iii.  No Tier 1 authorization will be given for any Mite teams.

            iv.  A list of Officers and Directors, the number of Tier I Teams at each level must be submitted in writing to the WAHA Tier 1 Chairman by April 1st. The names of the Coaches for each team with written proof that each Coach has obtained the appropriate Coaching Certification level and has complied with WAHA’s screening requirements or has the ability to and will obtain those must be submitted by August 1st or by the first game.

            v.  Financial information demonstrating that the Tier I Organization is financially solvent and stable with the ability to finance the next season can be requested at any time from the WAHA board. If an organization is forced to stop operations in the middle of the season, each player will be refunded their pro-rata share of fees.

            vi.  Documentation demonstrating that the Tier I Organization is able to procure sufficient ice to support an appropriate number of home games and practices consistent with the size of its program, its season and this Article.

            vii.  A Fact Sheet as defined in Paragraph H (7) below.

            viii.  Written By-Laws, Rules and Regulations.

            ix. Current compliance and a statement of future ability, intent and procedures to comply with the USA Hockey and WAHA By-Laws, Policies, Rules and Regulations.

            x. Internal Revenue Service 501 c.3 tax exemption status under the Internal Revenue Code.

            xi.  All Tier I games played in Wisconsin must be officiated by properly registered USA Hockey and WHOA officials. The one referee/two linesman officiating system is strongly recommended for all Tier I games.

            xii.  All team owners, directors of hockey operations, directors and managers of a Tier I Hockey Association must be legal residents of the State of Wisconsin.
         

      8. Team Selection Process:

          a.  Procedures: Each Tier I organization shall institute procedures to select the best players available. Guidelines for team selection process shall include, but not be limited to the following:

            i.  Each Tier I Organization shall hold open tryouts.  Tryouts may not be announced or advertised until the Tier I Organization has received written notification of acceptance of its application for the ensuing season by the Tier I Chairperson.

            ii.  Personal invitations for tryouts are permissible but tryouts must be announced publicly through a general publication or individual mailing to all players at each level, inviting any player who wishes to tryout. This announcement shall take place at least thirty (30) days prior to any tryouts.  “Publication” defined as newspapers, mailing lists, etc.

            iii.  The announcement must contain a minimum of at least the following information:

              1)  Organization name
              2)  Levels of tryouts and Coaches name, if known
              3)  Contacts with phone numbers
              4)  Dates, Location, and Times of tryouts
              5)  Brief statement about the program
              6)  A Tier I invitation
              7)  The date contact is permitted by any Tier 1organization’s rep.

            iv.  Each Tier I Organization shall provide a Fact Sheet that shall be provided to anyone who makes an inquiry.

            v.  No player shall be solicited nor shall the possibility of playing Tier I Hockey be discussed with any Player, prior to the conclusion of the USA Hockey National Tournaments but no earlier than April 15th, except for an existing Tier I Player for the particular Tier I Organization for which that Player played during the existing season and then only by that Tier I Organization.

            vi.  If a new prospective Player initiates contact, the Tier I Organization will advise it cannot discuss the matter and will advise the individual/individuals of the date after which contact is permitted.

          b.  Submission to Tier I Chairperson: The signed Player Card and Parental Acknowledgment form must be submitted to the Tier I Chairperson by the dates set out in these Rules or as designated by the Tier I Chairperson.

          c.  Rosters: USA Hockey Rosters must be submitted to the Tier I Chairperson by the dates set out in these Rules or designated by the Tier I Chairperson.

          d.  Player Commitment: Any player who signs a Fact Sheet is committed to that Tier I Organization and Tier I Team for the ensuing Playing Season and cannot play for another USA Hockey/WAHA registered team, Tier I or otherwise, except Girls, during the same season. Any player who signs a Fact Sheet for any Tier I Organization shall not be recruited by or on behalf of any other Tier I Team or Organization and cannot be removed from that Tier I Organization Team’s roster without the approval of the Tier 1 Committee. Recruiting violation or tampering shall be referred to the Tier 1 Committee for their review and any recommendations to the WAHA Disciplinary Committee.

          e.  Roster - Return: USA Hockey rosters for Tier I Teams must be submitted to the WAHA Secretary-Treasurer by August 15th of the ensuing Playing Season for Squirt, PeeWee, Bantam and Midget teams.

          f.  Commitment Date: No Player shall be required to commit to play on a Tier I Team or sign a roster or pay monies in excess of actual ice time cost prior to August 1st.

          g.  Fact Sheet: Tier I Teams and Tier I Organizations shall furnish each Player and his/her parent(s), in writing, before any tryout and prior to signing a Player Card, a Fact Sheet, providing full disclosure about Tier I Hockey by the Tier I Organization indicating all costs, (which shall, at a minimum, fund raising requirements, any additional funds or monies due from the player) number of games and practices, amount of travel, any "rules" of the Tier I Organization/Team, and the actual costs of playing for the Tier I Team and Tier I Organization.  Any organization that stops operations in the middle of the season will pay each player a pro-rata share of any monies paid.  Parents/Legal Guardians and players need to sign the fact sheet and return to their Tier 1 organization by August 15th.

      9. The WAHA Board of Directors has final approval of all recommendations and decisions by the WAHA Tier 1 Committee.

       

    3. TIER II

      Tier II is defined as all classifications of districted teams that register players from their district (Mite through Bantams only). These teams also play in the WAHA State Tournaments and are eligible for Tier II USA Hockey Regional and National Tournaments when held.

      All districted full-season Midget teams, and any partial-season Midget team (before and after team) are eligible for Tier II USA Hockey Regional and National Tournaments, excluding Team Wisconsin.

      All Tier II National Tournament-bound teams must be comprised of only players whose residence is within the State of Wisconsin.

      The before and after season shall commence on September 1st of each year and cease upon the beginning of the Wisconsin Interscholastic Athletic Association (WIAA) hockey season. It shall than commence again at the completion of the WIAA hockey season and end on the last day of the National Tournament of each year unless otherwise unanimously approved by the Tier I Committee.

      Eligibility to participate on a before and after team (Tier II) is restricted to any youth whose parents or legal guardian’s residence is the Sate of Wisconsin.

      Levels of Classification Defined:

      Division 1 – A districted association that is considered to be one of the top associations in the state.

      Division 2 - A districted association that is classified at a level between Division 1 and Division 3.

      Division 3 – A districted association that is classified at a level between Division 2 and Division 4.

      Division 4 – A districted association that is determined to be at the fourth level of WAHA classification.

      Unclassified - An unclassified program accepts three or more players from districted associations. Associations designated as unclassified are not eligible for WAHA state tournament play.

      Classifying Associations:

      Teams in each division will be reflected as listed below:

        And subsequent letter designations as required in each division to allow for future growth.

        Associations are placed into divisions using the following criteria:
          • Ability to schedule ice.
          • Number of youth teams.
          • Success in league play.
          • Number of times teams qualify for state tournaments.
          • Past success at state tournaments.
          • Size of association ­number of skaters.

        Classification - All districted associations at the Bantam, Peewee, Squirt and Mite levels are to be classified into four divisions for state play in the manner listed below. Teams that wish to play in a higher division, see Exceptions to Classification.

        Division 1

          1A - the top team in the association
          1B - the second team in the association
          1C - the third team in the association
          1D - the fourth team in the association
          1E - the fifth team in the association

        If a Division 1 association has more than five teams, it may register those additional teams at any level in their division. Division 1 teams may only play in Division 1

        Division 2

          2A - the top team in the association
          2B - the second team in the association
          2C - the third team in the association

        If a Division 2 association has more than three teams, it may register those additional teams at any level in their division. Division 2 teams may only play in Division 2.

        Division 3

          3A - the top team in the association
          3B - the second team in the association
          3C - the third team in the association

        If a Division 3 association has more than three teams, it may register those additional teams at any level in their division. Division 3 teams may only play in Division 3.

        Division 4

          4A - the top team in the association
          4B - the second team in the association
          4C - the third team in the association

        If a Division 4 association has more than three teams, it may register those additional teams at any level in their division. Division 4 teams may only play in Division 4.

       
    4. UNCLASSIFIED

        An undistracted team that registers three or more players from districted teams.

  2. CLASSIFICATION ACTIONS:

    A. The Classification Committee of the WAHA Board reserves the right to determine the division level of each association. In addition, the Classification Committee reserves the right to approve or disapprove any association requests to be placed at a given division.

    B. Exceptions to Classification: In any one year, any team not categorized as Division 1 may apply to skate at the next higher division, but they must participate at the highest level at that division. In the event that a given level has less than six teams registered for the state tournament, that level will be combined with the next highest level in their division.

    C. Classification Appeals: Associations have the right to petition WAHA to be classified at a different division and to appeal the division placement to the Classification Committee. The Classification Committee makes division placements recommendations to the WAHA Board. The WAHA Board has the final decision-making power over all division placement decisions.

    D. Tournament Entry

    1. A team and/or association MUST enter their highest classified team in a state tournament BEFORE they can enter a team in a lower classification tournament (A before B, B before C, C before D).
    2. An association that is reclassified to a higher classification may hold one team back for the upcoming season for state tournament play.

    High school programs shall be “Division 1” or “Varsity” and “Division 2” and “Junior Varsity” which are defined as follows: Varsity (Division 1) teams which are the top skill level club in the area being served; Junior Varsity (Division 2) teams which are the second and third skill level in the area being served, and the top skill level of teams from associations that do not have regular access to guaranteed ice conditions. (NOTE: In areas where there is a sanctioned WIAA program, such teams shall be considered as being in the top skill level.)
     

ARTICLE 4 ­ STATE TOURNAMENT RULES
  1. General Rules (NOTE:  These rules do not apply to the Tier I/II National Tournament Bound Playoff system.  For those rules, see Article 6, Tier I/II National Tournament Bound Playoff Rules.)

    1. All state tournaments shall be under the supervision of the officers of the WAHA Tournaments will be awarded by the Tournament Committee composed of the Vide Presidents of WAHA, subject to approval by the WAHA Board as a whole. Bids for tournaments must be received prior to the annual meeting. Clubs and associations must be members of WAHA and ALL teams under their jurisdiction must be registered for any teams to be eligible for state tournament competition.

      1. All state tournaments must be sanctioned by the WAHA. Tournaments are awarded at the annual meeting in May. A sanction fee of $100 shall be included with each tournament bid.
         
      2. The Adult (Adult U.S.) Tournament may be held in two (2) classifications; namely, Class A and Class B. Tournaments are limited to eight (8) teams and third place game may be eliminated. If more than eight (8) teams enter, elimination games shall be played. Wis. State Senior League shall be permitted a minimum of four teams in the State "A" Tournament.
         
      3. The host city is automatically entered in the state tournament.
         
      4. Regional tournaments may be held to determine representatives to the state tournaments. If tournaments are not practicable, then play-off games shall be conducted. Regional tournaments, and/or play-offs, must be completed by Sunday evening of the officially designated State Tournament Playoff Weekend (see "Dates to Remember", inside front cover of this book). These tournaments must consist of regulation games appropriate for the age classification.
         
      5. Any team that qualifies for a regional/state playoff tournament and withdraws from that tournament or forfeits any game during state playoffs or tournaments will not be eligible for a refund. In addition, the team's association will be ineligible to enter or host any regional/state playoff tournaments during the next regular playing season. (A qualified team is any team that properly registers with WAHA and USA Hockey and enters state tournament play by paying the entry fee prior to November 15.) The Board of Directors prior to instituting the penalty shall conduct a hearing.
         
      6. Time for periods for state tournament game shall be STOP time. Any time a team has a six (6) goal lead; the game will be played in running time. Stop time will resume only of the lead is less than six (6) goals.

        During running time:
        *  The clock is stopped when a goal is scored, to assess a penalty, for injuries, or at the direction of the on-ice officials. Once the puck is dropped to restart play, running time resumes.

        *  Running time continues during the serving of all penalties. If a penalty expires during a stoppage of play, the penalized player must remain in the penalty box until the puck is dropped to start play.
         
        *  If a player is serving a penalty that must wait for a stoppage of play (e.g., misconduct, coincidental minors), the player may return to the ice during the stoppage if it does not hold up play. Otherwise, the player must wait until the next stoppage of play.

        *Overtime shall be played in the semi-finals and finals only if two (2) division round-robin tournaments are played. In single elimination tournaments, games ending in a tie after regulation play shall continue with sudden death overtime period(s) until a winner is determined. Following is the recommended procedure for resurfacing in the case of multiple overtimes (if time allows): play the first overtime immediately following the third period and than resurface. Than play the number of overtimes that approximate the length of a regular period, and than resurface again. Follow this format until a winner emerges.


        1. Properly registered and classified teams in good standing are eligible for the WAHA tournaments.

          1. U.S. teams outside Wisconsin whether independent or players playing in league under the jurisdiction of the WAHA shall not be eligible for WAHA tournaments.

          2. Canadian teams or players playing in league under the jurisdiction of the WAHA shall not be eligible for WAHA tournaments.

        2. Any league or team violating any of the rules and regulations of the WAHA during the playing season may be barred from the WAHA tournament, regardless of its own league rules and regulations.
           
        3. Each league shall select its representative to the WAHA tournament in any way it sees fit, as long as said representative conforms to all the rules and regulations of the WAHA.
           
        4. No affiliate shall tie their affiliates to any plan which decides which team shall be eligible for state tournament play, unless that plan is approved by the WAHA Board of Directors on/or before December 31 of that playing season.
           
        5. Player regulations for WAHA sanctioned tournaments:

          1. High School teams and below may have a maximum of 20 players except for High School which may roster 25 players and may play 20 players. Adult teams may register 25 players but have no more than 20 players suited up for the game. Note: Teams going to National Tournaments may only have 18 players and 2 goalies.
             
          2. Each listed player shall have played in at least five (5) games in the regular season after December 15 and prior to YOUR FIRST PLAYOFF GAME. A game is a match played against another team, which is registered with USA Hockey at the same competitive classification and officiated by registered officials. Teams interested in Central USA Hockey Regional or District Tournament play must have competed as a unit in at least 20 games, and each player on the roster in at least ten (10) games.
             
          3. Each listed player on Adult (Adult U.S.) roster shall have played at least ten (10) games during the regular season, and prior to the state tournaments, against other senior teams registered in Wisconsin.
             
          4. Every team vying for a contested berth in WAHA youth hockey tournament must play at least one game with another team vying for that same berth to be eligible for tournament play.
             
          5. No WIAA players are eligible for state tournament play.
             
          6. Any player(s) found to be ineligible before, during or after State Tournament play, including regional playoffs, shall immediately be ruled ineligible to participate in any remaining games, and the team using the ineligible player(s) shall be required to forfeit any games in which the player(s) participated.
             
          7. Any coach of a team who knowingly plays an ineligible player(s) in State Tournament play, including regional playoffs, shall be suspended from coaching in any games in the current hockey season.
             
          8. Any manger of a team who has knowledge of an ineligible player(s) on his or her team that participates in State Tournament play, including regional playoffs, shall be subject to suspension for any further games in the current hockey season.
             
        6. Any team playing in the state tournament that leaves the ice during the game over a disputed decision shall be deemed to have lost the game 1-0, and all expenses due such team shall be withdrawn.
           
        7. All teams entered in regional or state tournaments must be properly registered with USA Hockey and WAHA. USA Hockey rosters must be furnished at all play-off and state tournament sites.
           
        8. The official USA Hockey Rule Book and U.S. Hockey Guide shall guide all tournaments and play-off games. Exception: Article 4, Paragraph 7.

        9. For all tournaments other than Adult, High School and Midget, rules governing are those spelled out in the following section under Youth Hockey Rules and Regulations.
           
        10. All teams must be properly uniformed and a team will not be considered properly uniformed if the players do not have numbers conspicuously displayed.

        11. The officially designated tournament director for the host city shall abide directly with all tournament rules and regulations as approved by the WAHA.

        12. The officers, in all matters pertaining to WAHA regional and state sanctioned tournaments, shall have the power to adjust matters at any time in the best interests of the player tournament and ice hockey in general.

        13. WAHA shall provide standardized awards for all state tournaments. The fees for such awards shall be withheld from the total entry fees paid to the host association.
          1. The following awards are to be distributed for an 8-team tournament:
            (1) 1st Place
            (2) 2nd Place
            (3) 3rd Place
            (4) Consolation
            (5) Individual awards for all participating players
            (6) Individual recognition award for players and coaches of first place team.

          2. The following awards are to be distributed for a 6-team tournament:
            (1) 1st Place
            (2) 2nd Place
            (3) 3rd Place
            (4) Individual awards for all participating players
            (5) Individual recognition award for players and coaches of first place team.

          3. There shall be no "most valuable" or "all star" team awards given out.

          4. WAHA shall set standards for all awards for state tournament play as well as the inscription designation on such awards.

        14. During regional and state tournaments sanctioned by the WAHA, the official USA Hockey playing rules shall be followed.  

        15. The home team or in the absence of a home team, the tournament site shall provide ice, a timekeeper, a scorekeeper, and Game Officials. The WAHA Tournament Director and the W.H.O.A. Referee-in-Chief must approve all Game Officials. A complete list of Game Officials and game assignments must be submitted by the home team or tournament site to the WAHA Tournament Director and the WHOA Referee-in-Chief no later than 10 days prior to the first game of the tournament.
           
        16. Each visiting team will be responsible for cost of rooms and meals for their players and coaches.  

        17. A seventy-five dollar ($75) per team award fee will be withheld from host team entry fee check plus a reasonable amount for awards provided by WAHA.
           
        18. As soon as possible after the close of a state tournament and by midnight of the last day of the tournament, each tournament manager shall send complete results for publication on the WAHA website in the annual USA Hockey Guide, to the secretary-treasurer of WAHA and the vice president in charge of that age classification.
           
        19. TOURNAMENT PROTESTS. It is the responsibility of the tournament director to not allow any team unqualified in any way (ages and registration especially) to participate. In case of a protest through participation of play, by a head coach, of a team involved in tournament play, to the local tournament director, he/she shall convene the tournament protest committee to take action. The protest committee shall be made up of the local WAHA Director, the local tournament director and the WAHA vice president in charge of the tournament of his/her designee. Protests will only be allowed on matters of player eligibility and a decision rendered based on exact wording of written protest. Tournament protests have to be made in writing within one hour of the completion of the game in questions and accompanied by a $100 fee. Fee to be returned if protest is upheld. All unreturned protest money will be donated to WAHA.
           
        20. All Level 2, 3 and 4 officials must be properly registered with both USA Hockey and WHOA on or before December 31 of the current season. Only Level 2, 3 and 4 officials may officiate play-off and state tournament games. Level 2 officials empowered to officiate only Bantam and lower classification. Officials who complete any part of their registration process after January 1 of the current season shall not be eligible to officiate in state play-off or state tournament games.
           
        21. No alcohol or mood-altering substance is allowed in the playing area at WAHA State Tournaments. That playing area includes any viewing area and/or bleachers immediately adjacent to the playing surface. In any year that there is not a minimum of six teams registered at an age division for a division level state tournament, WAHA will combine teams for the age division for that year and hold one State Tournament at that division level (e.g., 1D and 1E for a Division 4 level tournament).
           
        22. TICKET PRICES – WAHA encourages local affiliates to promote family passes and/or day passes.  Ticket information should be made available and in advance so that people have an idea of what to expect.  WAHA recommended maximum gate fees are:

            Mite thru Bantam and all Girls/Women's: $15 Family Weekend Pass; $10 Individual Weekend Pass; $5 Daily Pass.
            High School and Midget:  $25 Family Weekend Pass; $15 Individual Weekend Pass; $5 Daily Pass.

        23. All teams must play 3 games at WAHA state tournaments provided at least eight (8) teams enter. Game times for high school and under are as follows (Upper Bracket starts with game #1):

      1. State tournament pairings for eight teams are as follows:

      2. All players, including goalkeepers, in the Peewee through Midget (including High School) and in the Girls/Women 10 or Under through 19 or Under age classifications, are required to wear a COLORED (not clear) internal mouthpiece that covers all the remaining teeth of one jaw, customarily the upper. Exception: Mouth guards will not be required if a dentist indicates in writing that the guard would be injurious to proper growth of teeth. The waiver to the rule must be available for inspection on demand.


      3. AGE CERTIFICATION. Players must have proof of age with them for all playoff and state tournament games. Documents providing proof of age are birth certificates, passports, driver's license, or a Wisconsin Register of Deeds Association Fact Sheet. (Note: copies are acceptable-originals are not required.) NO AGE CERTIFICATION ­ NO PLAY. Any purposeful violation not detected at time of checking will bring a one-year suspension of player or players and coach from date of board action. Proof of age documents must be available for inspection at all tournament games, including play-offs.

      4. All tournaments are to be played on artificial covered ice rinks with artificial ice.
         
      5. State tournaments will be held on the following weekends (THRU 2009 ONLY):
          March 1st weekend: Mites, Peewees and Girls 10 & under,  Girls 14 & under, and Girls 19 & under.
          March 2nd weekend: Squirts, Bantams, High School, Girls 12 & under, and Girls 16 & under.
          March 3rd weekend: Midgets.

      6. BEGINNING WITH THE 2010 STATE TOURNAMENTS, State tournaments will be held on the following weekends:
          March-1st weekend: Squirts, Bantams, High School, Girls 10 & under, Girls 14 & under, and Girls 19 & under.
          March-2nd weekend: Mites, Peewees and Girls 10 & under,  Girls 12 & under, and Girls 16 & under.
          March-3rd weekend: Midgets.
          NOTE: Each tournament bid, all classifications, shall specify the exact dates on which the tournament will be held, and each tournament award requires that the tournament be held on one of the specified weekend dates.

      7. The following regional plan will be in effect for Bantam, Peewee, Squirt, and Mite tournaments:

        1. Six (6) regions have been established with each region having one (1) representative in every state tournament, exclusive of host team. A "wild card" berth will be awarded to fill the seventh (7) slot in the eight (8) team state tournament.

        2. The wild card berth shall be awarded as follows:
          1. The region with the most teams registered for that particular tournament, not to include the host team.

          2. If a tie exists, the region having the most teams registered in all classifications will be awarded the berth.
          3. If a tie still exists, the WAHA director in charge of that tournament will determine which region gets the berth.

        3. The open region berths shall be awarded as follows:

          1. Open regions will be filled starting with the lowest number first.
          2. The region with the most teams registered for that particular tournament not to include the host team, the wild card team or a team filling an open region.
          3. If a tie exists, the region having the most teams registered in all classifications will be awarded the berth.
          4. If there is another open spot, it will be filled by the next region with the most teams registered for that particular tournament, excluding the region that just filled the previous open berth,
          5. If a tie still exists, the WAHA director in charge of that tournament will determine which region gets the berth.

    2. Girls Hockey Rules

      1. Where there is not a specific rule for girls; youth rules apply, including Registration
         
      2. The slap shot shall be permitted in all divisions.
         
      3. Goal nets will be pegged down.
         
      4. No checking in all Girls divisions.

ARTICLE 5 ­ COACHING

Please read all the information in this section before registering for a clinic.

USA Hockey coaching clinics provide a universal certification for all coaches no matter where the clinics are held or where the coaches are from. All head and assistant coaches must have a USA Hockey coaching education program (CEP) coaching card with the appropriate level sticker by December 31st of the current season and must also be listed correctly in the USA Hockey coach’s certification list at www.usahockey.com. It is the coaches’ responsibility to make sure both of these requirements are met.

If a coach is unable to produce a current, up to date USA Hockey coaching card with the appropriate level of certification ( see the coaching grid in this section ) by December 31st of the current season, the coach in question will be INELIGIBLE to coach any on-ice activity. This includes all practices and games. Note that only USA Hockey certified coaches are allowed on the ice and on the bench. Each USA Hockey roster can have up to 4 coaches listed. No other team personnel (except for players) can be on the ice during practices or on the bench during games. That means no medical person, gate opener, mgr, trainer, etc.

Coaches’ certification is good for 3 seasons. A coaches’ certification is considered expired or deactivated if the coach attended a clinic on or before 2004. Note that when a sticker indicates 2004-05 season that means the coach certified in the fall of 2004. As of 2005 all stickers have an expiration year on them.

Example 1: A coach, who attended a level 1 or 2 clinic in 2005, must attend the next level by December 31st of 2008. If not, their card expires. See all the options below for the level 3 coach under Coaching Program Progression.

Example 2: A coach, who attended a level 1 clinic during 2005, must attend a level 2 clinic in 2008 or the coaching card expires.

Example 3: A coach who attended a level 2 clinic during 2006 must attend a level 3 clinic in 2009 or the coaching card expires.

If a coaching card is expired or deactivated for levels 1and 2 a coach must attend the next level clinic to reactivate the coaching card. See other level 3 options below.

Normal Coaching Program Progression
All coaches shall progress through the USA Hockey Coaching Education Program, attending a coaching clinic at least once every three years through level 3. Upon completion of level 3, the coach shall do one of the following within three years: register online and attend another level 3 clinic, recertify level 3 online at USA Hockey under the coaches section, or register online and attend a level 4 clinic. A coach who certified level 3 in 2005 must complete one of the above options in 2008. Level 4 coaching certification is good for life and does not expire or deactivate.

Clinic Format and What You Need To Bring To the Clinic
A coach may attend one coaching clinic per day in order (level 1, 2, 3…). Clinic check-in is 8:00-8:45 AM and class is from 8:45 AM-4:30 PM. Always check the clinic detail where you registered at www.usahockey.com for any changes in dates and locations.

Coaches must attend the entire clinic in order to get their certification. If a coach is unable to attend, arrives late or leaves early, no certification will be awarded and no fee will be refunded. Coaches should not register for any clinic if they cannot commit to the entire day.

It’s mandatory to bring a government photo id, pen/pencil, notepad, skates, stick, and gloves to the level 1 clinic. Coaches will be issued a level 1 USA Hockey coaching card when they complete the clinic. Helmets are mandatory for on-ice.

No on-ice session for level 2 and higher. Bring a government photo id, pen/pencil, notepad, and a USA Hockey coaching card. If coaches lose their coaching card, they can still attend the clinic if they are listed in the coach’s certification list at the previous level and have successfully completed their online registration for the next level. Wisconsin has mandatory online registration at www.usahockey.com using credit card, debit card and gift card for the exact amount. No manual registrations or walk ups with cash or checks will be accepted. Successful online registration is the only guarantee that a coach will have a seat at the clinic. If coaches need online payment assistance they must contact their local hockey association. All Wisconsin USA Hockey hosted coaching clinics will be available for registration on August 15th. See clinic level registration instructions below and read all the information before registering.

USA Hockey online coaching clinic fees are as follows: Level 1= $30, Level 2 = $40, Level 3 = $50, Level 3 Recertification = $55, Level 4 = TBA and Level 5 = TBA

All current coaches plus existing coaches that attended coaching clinics before USA Hockey online registration was in place, must do a search on the “coaches certification list” at USA Hockey prior to any online registration. New coaches that attend clinics will not see there names in the coaches certification list right away because it takes time to update the USA Hockey database.

If a coach is listed in the coach’s certification list but their coaching card is expired, they must register for the next level clinic and attend the clinic before December 31st of the current season to reactivate the card.

Coaches can attend one clinic per day. USA Hockey online registration allows a coach to register and attend up to 3 coaching clinics in order by December 31st. Coaches can register online for multiple clinics (in order) before they attend.

New coaches who need level 3 have to complete all 3 levels in order by December 31st of the current season. Coaches should register for all the clinics right away. Do not register for a level and wait to register for the next level. The coach’s new level may not be uploaded fast enough to USA Hockey and the system may deny your registration for the next clinic.

Clinics may close one week prior to the clinic date and will close when the clinic is full (maximum number of seats has been reached). Once the limit has been reached the clinic will not accept any more coaches. No exceptions.

Coaches must not be a “no show” at clinics. They may be denying another coach from registering and attending a clinic.

Coaching Clinic Online Registration
New coaches must not make any errors on their name, zip code, and date of birth. Errors are the number one reason why coaches fail the level 2 online registrations. USA Hockey software must see a match on all three items every time a coach registers for a clinic. The USA Hockey online clinic registration and the coach’s certification list tract all coaches using the three categories. The level 1 registration will accept the errors but all subsequent clinic registrations will fail because the coach is not recognized.

Names should be entered first and last only. Do not use middle names or middle initials. Last names should not be followed by Jr., II, etc. Mistakes are also made on the date of birth pull down because coaches go too fast or do not verify what’s entered. It’s also recommended that coaches do their own registrations. The coach’s certification list has the date of birth hidden from view. Date of birth errors cannot be corrected at the clinic. Corrections have to be done by USA Hockey so do not make any mistakes. DOB errors can take up to 4 weeks to correct during the season.

The coach’s certification list serves as an aid for verifying the coach’s certification. It is not intended to serve as a record. The Coaching Education Program (CEP) card reflects the most current and accurate certification level attained.

If a coach’s name does not appear on the list or the information does not accurately reflect the current certification level, please contact the USA Hockey National Office as follows:

ARTICLE 6 - playoff rules for Tier I/II national tournament bound teams

  1. General Rules

    1. Rules not specifically mentioned in the following paragraphs shall be covered by USA Hockey’s Annual Guide under Rules & Regulations, District Playoffs and National Championships.
    2. The WAHA Vice-President of Tier I/II shall organize and schedule all playoff games, including home and visitor team designations, and may make adjustments at any time in the best interest of the playoffs and hockey in general.
    3. The playoffs shall be held at least one week prior to the district playoffs.
    4. The schedule of games shall be sent to all qualified teams by registered mail, courier mail, e-mail or telex no less than ten (10) days in advance of the first game.

  2. Playing Rules

    1. The official USA Hockey playing rules shall be used. No protests shall be permitted on the playing rules.
    2. The three-person system shall be used by officials and assigned by the WHOA. All officials must hold at least a Level 3 classification. The state referee in-chief, or his/her appointee, shall be present at all games to supervise officials.

  3. Eligibility Requirements

    1. Players and registered team members properly classified shall be eligible to participate in State Playoffs. See: a. Article 3 - Classification.
    2. The team shall be certified by the WAHA Registrar or his/her designee (form 2-C team roster registration certification) to have complied with all eligibility requirements.
    3. A player(s) and registered team members must be eligible to participate in state playoffs in order to participate in district playoffs.
    4. Number of Games for Eligibility
      1. Each team must compete as a unit in at least twenty (20) games for youth teams and at least fourteen (14) for girls’/women teams.
      2. Each player must have played in at least ten (10) games during the season.
      3. For scoresheets to count in meeting the 20/10 (14/10 girls’/women’s) rule, that team’s player roster form (1-T) must be certified by the appropriate registrar or his/her designee prior to that game being played. Player changes to the official team roster for youth Tier I and Tier II teams and girls’/women’s national championship bound teams will not be accepted after December 31.
    5. Ineligible Coach(es)/Players(s) – Any coach of a team that knowingly plays an ineligible player(s) shall be suspended from coaching in any games that lead to a district or national championship in the current season.

  4. Coaching Education Requirements

    1. All coaches must have the USA Hockey required minimum level of coaching certification to participate in state playoffs. Refer to USA Hockey Annual Guide for USA Hockey Coaching Education requirements.
    2. Each coach must present documentation of the proper certification prior to the first playoff game of his/her team.

  5. Credential Requirements
    1. The WAHA VP of Tier I/I playoffs or his/her designee shall verify each team’s eligibility.
    2. Team credentials must be submitted to the WAHA VP of Tier I/II or his/her designee at site of the state playoffs.
    3. Each team is required to furnish the WAHA VP or his/her designee the following items:
      1. Copy of government-issued birth certificate, Verification of Birth or copy of a passport identification page for each rostered player. Where necessary, a verification and affirmation that a review of the player’s birth certificate was completed by an Affiliate Registrar will be adequate.
      2. USA Hockey certified player roster form (1-T).
      3. USA Hockey waiver and release completed for each registered participant and team manager. (Not required for participants who have registered online at usahockey.com).
      4. Sanctioned game scoresheets to verify compliance with 20/10 (14/10 girls’/women’s) minimum number of games for eligibility rule for each team and rostered player.
        1. A sanctioned scoresheet must include all appropriate coaching information and must be signed by the head coach who was on the bench for game represented by the scoresheet,
        2. Any scoresheets for games played after the credentials documents are sent in and before the team’s first playoff game may presented at the playoff site prior to the team’s first game.
      5. USA Hockey consent to treat form for each rostered participant and manager.
      6. USA Hockey individual membership registration (IMR) form or participant member card for each rostered participant and team manager. These forms are not required when the team’s certified player roster form (1-T) has been printed through the USA Hockey registration software.
      7. A coaching credential at the level mandated
      8. Completed code of conduct for each rostered participant and team manager.
      9. Non-U.S. citizens must meet proof of legal residency requirements and transfer from home country ice hockey federation (if required) as stated in Rules & Regulations III.C of the USA Hockey Annual Guide.
      10. Other documents pertinent to team activities and player eligibility.
    4. The above documents must be provided in a three ring binder appropriately sized to hold everything. The documents must be stored in protective sleeves and placed in the book in the following order and divided by tab separators labeled accordingly
      1. Tab 1 – Credential Verification Sheet and Team’s USA Hockey certified player roster form (1-T)
      2. Tab 2 – All documents for team manager and each registered coach in this order, Waiver of Liability Release, Code of Conduct, Consent to Treat and a copy of the coach’s certification card. Documents may be placed back-to-back in the protective sleeves.
      3. Tab 3 – All scoresheets to be used to verify the 20/10 (14/10 girl’s/women) games rule. Two (2) scoresheet may be placed in one protective sleeve, back-to-back.
      4. A tab for each registered player with all documents in the same order as described for the coaches.

    F. Method of Determining Champion

    1. The Playoff Format will be determined by the WAHA VP annually and will be based on the number of teams entered for each level.

    3. Games that are a Best 2 of 3 formats will be played to a winner using overtime procedures that are explained later in this section. Third game played only if necessary.
    4. Round Robin format games will be played using the following formats:
      1. Eight (8) and six (6) team round robins will play games within their division. The top four (4) teams in point standings will advance to semi-final crossover games with 1st in National Division playing 2nd in American Division and 1st in American playing 2nd in National. Winners will play for Championship.
      2. Four (4) and three (3) team round robins will play each team in the playoff. The top two teams in point’s standings will advance to the Championship.
      3. In Round Robin format games teams will get 2 points for a win, 1 point for a tie and 0 points for a loss. Games ending in a tie after regulation time will remain tied, except for the semi-final and Championship games.
    5. Overtime Procedures
      1. After the third period, there will be a two minute rest and then an 8 minute Sudden Victory period. After the first over time, if still tied the teams will leave the ice for resurfacing. The teams will not change ends and then play overtime in the length of a regular period until there is a winner, with a two minute rest between periods, with the ice being resurfaced every two periods, except for Girls U12, which will be resurfaced every three periods.
      2. In the preliminary round of a three (3) team round robin playoff, if the game is tied after regulation time, there will be a 5 minute over time. If the game is still tied after the 5 minute overtime, there will be a sudden death shootout. Teams will alternate taking shots on goal. A coin toss will determine who shoots first. Winning team receive 3 points, loser 1 point.
      Note: Specific procedures for Sudden Death Shootouts can be found in the USA Hockey Annual guide under District Playoffs and National Championships section O, paragraph (2), Overtime for Nationals (Recommended for Districts)

    G. Tie-breakers Rules to determine Position in Standings

    1. If two or more teams have an equal number of points, their position in the standings shall be determined by the following tie-breaking format. If one tie-breaker establishes a position for one or more teams, each team is placed in the applicable position. Once a team is placed, the remaining tied teams shall start the tiebreaking process over again at step 5a. The tie-breaker formulas are as follows:
      1. The results of the games played between the teams tied in the following order:
        1. Standings — Most points.
        2. Most wins
        3. Differential — Subtracting goals scored against from goals scored in these games, the positions being determined in order of the greatest surplus.
        4. Quotient — Dividing the goals scored in these games by the goals scored against, the positions being determined in order of the greatest quotient. A quotient involving dividing by zero (0) has higher standing than a quotient from dividing by any number other than zero. Where two or more teams have no goals against and the quotient tiebreaker is required, the teams shall be ranked high to low in descending order of “goals for.”
        5. Most periods won — In the games played by each tied team, points will be awarded for each regulation period won (2 points) and for each regulation period tied (1 point). Positions shall be in the order of highest point total.
        6. Quickest first goal — The team that scored the quickest goal in their applicable preliminary round games shall be ranked highest.

        Note: Forfeits - If a team forfeits any of its games, and becomes involved in any tie-breaking formula to determine its eligibility to advance to the next level of play, the team forfeits all games in the round robin play and the games are recorded as 1-0 victories for the non-offending team.

      2. If after applying the formulas of a. (1), (2), (3), (4), (5) or (6) the tie still exists, the results of all the games played by the teams tied in the following order:
        1. Standings — Most points.

The names and addresses of local tournament
directors for the 2010 WAHA State Tournaments must
be provided to the secretary of WAHA on or before
May 15, 2009. Tournaments still OPEN for bid
subsequent to the WAHA Annual Meeting, are
awarded at the Fall meeting of the WAHA Board of
Directors.



HOW TO ENTER A TOURNAMENT

1. Your team must be registered and entry fee must be received by November 1. Mail to Secretary WAHA. P.O. Box 1509, Eagle River, WI 54521. No exceptions allowed.

2. Player roster for all levels of competition must be submitted by December 31. Signatures required on all rosters. Outdoor Ice Association roster deadline is January 15.

3. Entry is to be made on Official Entry Forms to be furnished by the secretary of WAHA.

4. If a team fails to make the state tournament, their entry fee will be refunded, less $75.

Zero, Hat Trick, and Playmaker Awards

Definitions:
    ZERO AWARD. For playing a complete game without allowing a goal.
    HAT TRICK AWARD. For scoring three goals in a game.
    PLAYMAKER. For registering three assists in a game.
Shall be distributed by the WAHA secretary under the following
conditions:

1. Recipient is a registered player.

2. The game was in league competition (not exhibition) or sanctioned tournaments involving registered USA Hockey teams.

3. The game was officiated by a registered USA Hockey referee.

4. For Juniors and under.

5. Copy of the score sheet is supplied to the District Registrar.

6. Limit of one of each award per player per season.
