BYLAWS
ARTICLE 1 PURPOSE
The purpose for which the
corporation has been organized is as follows:
This corporation claims complete jurisdiction as the governing body of
amateur ice hockey in the state of
Wisconsin, in compliance and in concert with USA Hockey, Inc. As such
the objects shall be:
- To foster, advance, develop and regulate the game of ice
hockey as an amateur sport in the state of Wisconsin.
- To promote, encourage and assist in the formation of
local governing bodies of amateur ice hockey through their affiliation
with this corporation and USA Hockey Inc. associations.;
- To affiliate with and cooperate with other international
and national amateur ice hockey organizations.
- To establish and maintain uniform playing rules for amateur ice hockey
within the state of Wisconsin; rules and
regulations to be in
compliance with and in concert with USA Hockey, Inc.
- To conduct and promote sectional and state ice hockey
contests and tournaments; also to select teams to represent the
Wisconsin Amateur Hockey Association, Inc.
- To register and sanction active ice hockey leagues, clubs, teams,
officials and players in the state of Wisconsin, with USA Hockey Inc.
through the collection and payment of fees by the District Registrar of
USA Hockey, Inc., or the corporation Treasurer.
This corporation is organized exclusively for charitable, religious,
educational, and/or scientific purpose under section 501 (c) (3) of the
Internal Revenue Code.
Notwithstanding any other provision of this document, the organization
shall not carry on any other activities not permitted to be carried on (a) by an organization exempt from federal
income tax under section 501 (c) (3) Of the Internal Revenue Code, or
corresponding section of any future federal tax code, or (b) by an
organization, contributions to which are deductible under section 170
(c) (2) of the Internal Revenue Code, or corresponding section of any
future tax code.
ARTIICLE 2 - ANNUAL MEETING
Any action(s) or policy(s) adopted or requested to be adopted by the
Board of Directors or the officers of Affiliate shall be reported to its
membership, or their duly authorized representatives, at least once each
year at a meeting called for such purpose, with notice and agenda of
such meeting being given to all members of Affiliate no less than
fifteen (15) days in advance of the holding of the meeting, which
meeting shall be open to all members of Affiliate.
The annual meeting of WAHA shall be held on the third Saturday in May
(unless the same shall be a holiday, and in that event, on the second
Saturday) in each year, at 1 p.m. at such place in Wisconsin
designated by the Board of Directors.
ARTICLE 3 -- USA HOCKEY PREEMINENCE
The Wisconsin Amateur Hockey Association, Inc (WAHA), an Affiliate
Association of USA Hockey, Inc., shall abide by and act in accord with
the Articles of Incorporation, Bylaws, Rules and Regulations, Playing
Rules and decisions of the Board of Directors of USA Hockey, and such
documents and decisions shall take precedence over and supersede all
similar governing documents and/or decisions of the Wisconsin Amateur
Hockey Association, Inc. Further, the Wisconsin Amateur Hockey
Association, Inc. (i) shall assist USA Hockey in the administration and
enforcement of the provisions of the Bylaws, Rules and Regulations,
Playing Rules and decisions of the Board of Directors of USA Hockey,
within and upon its members and/or within its jurisdiction and (ii)
agrees to be guided by the following core values of USA Hockey:
- SPORTSMANSHIP Foremost of all values is to learn a sense of fair play.
Become humble in victory, gracious in defeat. We will foster friendship
with teammates and opponents alike.
- RESPECT FOR THE INDIVIDUAL Treat all others as you expect to be
treated.
- INTEGRITY We seek to foster honesty and fair play beyond mere strict
interpretation of the rules and regulations of the game.
- PURSUANT OF EXCELLENCE AT THE INDIVIDUAL, TEAM AND ORGANIZATIONAL LEVELS
Each member of the organization, whether player, volunteer or staff, should
seek to perform each aspect of the game to the highest levels of his or
her ability.
- ENJOYMENT It is important for the hockey experience to be fun,
satisfying and rewarding for the participant.
- LOYALTY We aspire to teach loyalty to the ideals and fellow members of
the sport of hockey.
- TEAMWORK We value the strength of learning to work together. The use
of teamwork is reinforced and rewarded by success in the hockey experience.
ARTICLE 4 INDEMNITY
The Wisconsin Amateur Hockey Association, Inc. an Affiliate Association
of USA Hockey, Inc., shall indemnify and hold harmless USA Hockey, the
Board of Directors of USA Hockey and each member thereof, the Executive
Committee of USA Hockey and each member thereof, the councils and
committees of USA Hockey and each member thereof, and all other elected,
appointed, employed or volunteer representatives of USA Hockey from any
and all claims, liability, judgments, costs, attorneys' fees charges and
expenses whatsoever, arising from the acts and omissions of Wisconsin
Amateur Hockey Association, Inc., except to the extent (i) that USA
Hockey or its aforedescribed representatives caused such claims,
liability, judgments, costs, attorneys' fees, charges or expenses by
their own intentional neglect or default or (ii) that such acts or
omissions were the direct result of compliance with the Articles of
Incorporation, Bylaws, Rules and Regulations, Playing Rules or decisions
of the Board of Directors of USA Hockey. Further, the Wisconsin Amateur
Hockey Association, Inc. understands and acknowledges that USA Hockey
and its aforedescribed representatives have assumed such assignment,
function, office or capacity upon the express understanding, agreement
and condition that they be so indemnified and held harmless to the
extent described in this bylaw.
USA Hockey shall reasonably cooperate with Affiliate in any litigation
and provide reasonable support in connection therewith, including but
not limited to advice and testimony upon reasonable request; provided,
however that such cooperation shall not require USA Hockey to incur any
out of pocket expense not reimbursed by Affiliate.
ARTICLE 5 MEMBERSHIP
All member leagues and teams of the WAHA must be members in good
standing with USA Hockey.
Each association shall file with the WAHA secretary a copy of its
bylaws, certified by the president and secretary, and a plan, showing
the distinct boundaries from which it draws its membership and players.
Individual memberships for interested persons will be issued for $5.
They will receive WAHA bulletins, but will not have voting privileges,
unless an elected officer or director.
Clubs and associations must be members of the WAHA to be eligible for
state tournament competition. The annual membership fee is $105.
Officers will be placed on the mailing list to receive WAHA bulletins.
President or designated representative shall have voting privileges at
the annual meetings.
Each League and Association, who are members of WAHA, shall be entitled
to elect one person to represent the League or Association at the annual
meeting and have one (1) vote: such person shall have been elected by
the Teams of the League or Association he/she represents. Each
Association will also be entitled to have one (1) vote for each team
registered with WAHA/USA. (NOTE: All voting delegates will register
prior to the meeting.)
Voting Privileges at the Annual Meeting Voter shall be at least 18 years of age, an active member of a WAHA
affiliate and properly registered prior to the start of the annual
meeting. In addition, when voting for directors he/she must be an active
member of the WAHA affiliate whose boundaries lie within themboundaries of the director's district, for which he/she is voting.
NOTE: Properly registered means signing the official voter registration
list and getting a voting card at the registration table. Active member
means being in attendance at the annual meeting.
Directors Each
director is entitled to one vote on all matters at the annual meeting.
ARTICLE 6 - QUORUM
A majority of the Board of Directors present at the meeting shall
constitute a quorum at any regular meeting.
ARTICLE 7 - BOARD OF DIRECTORS
Election of Directors
Each Region will elect their number of directors up for election by
caucus at the annual meeting. Directors must live and be voted on by the
region in which they serve.
The State of Wisconsin is divided into six (6) regions. Each region
shall have a minimum of two (2) directors not from the same county
(unless elected at large or appointed by the Board of Directors) elected
for a three (3) year staggered term. The three regions with the most
registered teams shall have one (1) additional
director elected at large. The Board of Directors may appoint additional
directors from the state to serve at large. The secretary-treasurer may
be a non-voting appointed member.

ARTICLE 8 POWERS OF THE
BOARD OF DIRECTORS
The duties of the officers are as
follows:
PRESIDENT
The duties of the president shall include, but not be limited to:
- Presiding at all meetings.
- Performing such duties usual to the office of the President, including have the
power to call special meetings of the Association at his discretion and the
power to determine questions arising from emergencies not provided for in the
Rules, Regulations or Bylaws, until time as they may be acted upon by the Board of Directors.
- Attending and representing the Wisconsin Amateur Hockey Association, Inc. at
other ice hockey meetings or to appoint a voting member of the Board of Directors to attend in his place.
VICE PRESIDENTS
In the absence of the President, the 1stVice President, shall have all the power
and perform the duties of the President. In the absence of the higher ranking
officers, the 2nd, 3rd, 4th, 5th, 6th and 7th Vice Presidents, shall have the
powers and duties of the higher ranking officers in their respective order of
holding office.
- The 1st Vice-President (Mike Connor) will be in charge of the High School A-B-C
tournaments.
- The 2nd Vice-President (Gary Wallace) will be in charge of the Peewee
tournaments.
- The 3rd Vice-President (Bob Normand) will be in charge of the Squirt
tournaments.
- The 4th Vice-President (Jerry Kennedy) will be in charge of the Bantam
tournaments.
- The 5th Vice-President (Don Mulder) will be in charge of the Adult and 16U Midget
tournaments.
- The 6th Vice-President (Al Deming) will be in charge of the Mite tournaments.
- The 7th Vice-President (Mary Ann Robinson) will be in charge of the Girls and
Women's tournaments.
Each vice-president will be responsible for making the pairings and notifying
the respective teams.
SECRETARY/TREASURER
The secretary-treasurer shall keep the books of WAHA, receive all funds due the
association, pay all rightful obligations of the corporation, submit quarterly
and annual reports to the Board of Directors, publish the WAHA bulletins,
compile the minutes of all WAHA meetings and be the official custodian of the
corporation records and verify eligibility of voting members present at WAHA
meetings.
Each director and officer shall have one (1) vote in all WAHA decisions.
Each board director who fails to attend two successive meetings without a reason
given in writing or verbally to the secretary is automatically dropped from the
board. A director who cannot attend a meeting may send a written proxy with
another person.
The Board of Directors is empowered to appoint a director to fill any vacancy on
the board, with an election to be held at the next annual meeting of the WAHA.
The WAHA Board of Directors shall have the right to decide any appeal when the
affiliates authority was delegated by WAHA.
ARTICLE 9 - SUSPENSION AND EXPULSION
- In accordance with any violation of the
Constitution, Bylaws or Regulations of this association, or decisions of
the officers of WAHA by any member of this association shall render such
member liable to suspension by a two-thirds vote of the WAHA until the next
annual meeting or special meetings, and to expulsion at the Board of Directors meeting.
- With respect to suspensions
resulting from assaults on game officials from match penalties in violation
of Rule 601(g)1 or 601(j)1 (Physical Assault on Game Officials) of USA
Hockey's Playing Rules, there shall be immediate suspension from all USA
Hockey sanctioned games and practices and a hearing under USA Hockey Bylaw
10.D (Playing Rule violations) by either the governing state association or
Affiliate Association, its designated hearing body, or the Junior Council
sanctioned league, which shall exercise original jurisdiction in the
matter. If the match penalty is affirmed, the player or team official shall
be suspended for not less than one calendar year with one calendar year
probation thereafter. Suspensions under this paragraph shall be immediately
reported to the applicable Affiliate Association(s), and the appropriate
District Registrar(s). Any game official assessing said penalty shall file
with his/her USA Hockey District Referee-in Chief a written game report
within forty-eight (48) hours of the incident. The Referee-in Chief shall
immediately investigate the incident and promptly submit a written opinion,
together with the game sheets and reports to the suspending authority,
indicating whether the incident is applicable under Rule 601(g)1 or 601(j)1
or is more applicable under a different playing rule. A copy of the
Referee-in-Chief's written report and opinion shall be sent to the
suspending authority to both the player, team official and game official
involved. The Registrar may accept a registration subject to the terms of
this suspension.
NOTE: The following paragraphs are printed as informational only and are reprinted as a convenience from the USA Hockey Playing Rules or USA Hockey Annual Guide. The USA Hockey Playing Rules and USA Hockey Annual Guide are the primary documents concerning any disputes or conflicts.
- GAME MISCONDUCT
Rule 404(b) and
(c). A game misconduct penalty involves the suspension of a
player or Team Official for the balance of the game, but another player
is permitted to immediately replace a player removed. A player or team
official incurring a game misconduct penalty shall be suspended for his
team's next game (the game already appearing on the schedule of that
team at the time of the infraction, except that when such penalty is
imposed under Rule 403(b)(Second Major in Game) there shall be a minimum two-game suspension.
(Note) In all cases where a game
misconduct penalty is assessed, the incident shall be reported to the
proper authorities who shall have full power to impose further
suspensions.
Any player (Midget age classification and below,
including High School and Adult Women) who incurs five penalties in the
same game shall be assessed a game misconduct penalty.
Any
Adult player who incurs five penalties in the same game shall be
immediately ejected from the game with no further suspension.
Any Head Coach whose team (Midget age classification and below,
including High School and Adult Women) receives fifteen or more penalties during one game shall be suspended for the next one game of
that team.
ZERO TOLLERANCE FOR VERBAL ABUSE
In an effort to make Ice Hockey and
Inline Hockey more desirable and rewarding experiences for all
participants, the USA Hockey Youth, Junior and Adult Councils and the
Inline Section have instructed the Officiating Program to adhere to
certain points of emphasis relating to sportsmanship. This campaign is
designed to require all players, coaches, officials, parents/spectators
and team officials and administrators to maintain a sportsmanlike and
educational atmosphere before, during and after all USA Hockey
sanctioned games. Thus, the following points of emphasis will continued
to be emphasized by all On-Ice Referees and Linesmen:
PLAYERS:
A penalty (Zero Tolerance) shall be assessed whenever a player:
- Openly disputes or argues about any decision by an official.
- Uses obscene or vulgar language at anytime, including any swearing, even if it is not directed at any
particular person.
- Visually demonstrates any sign of dissatisfaction with an Official's decisions.
Any time that any player persists in any of these actions, additional penalties shall be assessed per the penalty
progression established under Rule 601.
COACHES:
A penalty (Zero Tolerance) shall be assessed whenever a coach:
- Openly disputes or argues about any
decision by an official.
- Uses obscene or vulgar language at any time, including
any swearing, even if it is not directed at a particular person.
- Visually demonstrates any sign of dissatisfaction with
an Official’s decision.
Any time that a Coach persists in any of these actions, additional penalties shall be
assessed per the penalty progression established under Rule 601.
OFFICIALS: Officials are required to conduct themselves in a
businesslike, sportsmanlike, impartial and constructive manner at all
times. The actions of an official must be above reproach. Actions such
as "baiting" or inciting players or coaches are strictly prohibited.
Officials are ambassadors of the game and must always conduct
themselves with this responsibility in mind.
PARENTS/SPECTATORS: The game will be stopped by game officials, when
the parents/spectators displaying inappropriate and disruptive behavior,
interfere with other spectators or the game. Once removed, play will
resume. Lost time will not be replaced and violators maybe subject to
further disciplinary action by the local governing body. This inappropriate
and disruptive behavior shall include:
- Use of obscene or vulgar language in a boisterous manner to anyone at
anytime.
- Taunting of players, coaches, officials or other spectators by means of
baiting, ridiculing, threat of physical violence or physical violence.
- Throwing of any object in the spectator viewing area, players bench,
penalty box, or on ice surface, directed in any manner as to create a
safety hazard.
MATCH PENALTY Rule 405(a) and (c). A match penalty involves the
suspension of a player or team officials for the balance of the game,
and the offender shall be removed from the game immediately. A player
or team official incurring a match penalty shall be suspended from
participating in any USA Hockey games and practices until his or her
case is dealt with by the Proper Authorities (see Glossary). A
mandatory hearing by the proper authorities shall be held and a
decision made relative to any further disciplinary action within 30
days of the incident. If extenuating circumstances prevent the proper
authorities from conducting the mandatory hearing, the player or team
official shall be automatically reinstated after 30 days (See USA
Hockey Annual Guide, By-Law 10).
ABUSE OF OFFICIALS: Original jurisdiction in any hearing resulting
from a Match penalty assessed under Rule 601(g)1 or 601 (j)1 (Physical
Assault of Officials) shall reside with the Affiliate Association (See
Glossary) [WAHA].
NOTE: A Team Official is defined in the USA
Hockey Rule Book Glossary.
- REPORTING AND HEARING REQUIREMENTS FOR A MATCH PENALTY OR A GAME MISCONDUCT:
- Any game official assessing a Game Misconduct or Match Penalty is required to file with the W.H.O.A. Referee-in-Chief, by an on-line report from the W.H.O.A. website. In addition, for all Match Penalties, the game official must mail a copy of the score sheet, within 24 hours of the incident to the W.H.O.A. Referee-in-Chief. Any Referee who fails to comply with this requirement is subject to suspension under USA Hockey By-Law 10 and WAHA By-Law Article 9.
- Within 24 (hours), the Referee-in Chief shall forward the game report and score sheet to the Chairman of the WAHA Discipline Committee. The Chair shall forward a copy of the game report, score sheet and the WHOA reporting form to the Local Affiliate governing the player or team official assessed the penalty. The material will be sent by certified U.S. mail or by e-mail to the Local Affiliate President as listed in the WAHA directory.
- No hearing by the local governing body is permitted without the paperwork sent from the WAHA Discipline Committee Chairman in the presiding paragraph.
- A hearing about the incident must be held within 30 days (see USA Hockey Annual Guide By-Law 10). Until the hearing is held and the matter is adjudicated, the player or team official assessed the penalty is prohibited from taking part in any USA Hockey team activities, games or practices.
- The committee holding the hearing may consist of individuals at the discretion of the local affiliate. No one on the hearing committee may be a team member or team official of the team involved, nor may a relative of the player or team official assessed the penalty serve on the committee.
- Upon completion of the required hearing, the Local Governing Body President shall promptly notify the WAHA Discipline Committee Chairperson in writing of the determination of the hearing by forwarding the WAHA reporting form by Fax, mail or e-mail.
ARTICLE 10 - COURT ACTIONS
In order to preserve so far as possible the purity of amateur hockey, any recourse to the courts and jurisdiction by a member or individual before all the rights of the Constitution and Bylaws of this association shall have been exhausted, shall be ungentlemanly conduct within the meaning of the Bylaws and violation thereof, entailing the immediate suspension and disqualification of any such member or individual.
ARTICLE 11 - APPEALS
- Only appeals in writing to the WAHA Board of Directors by affiliate presidents, on affiliate stationery, will be considered. All appeals must be received within 10 days, or the appeal shall not be allowed (except in C below). No appeals will be allowed on rule interpretations. Appeals can only be made after a league game protest regional playoff game protest or as otherwise spelled out in the rules and regulations, and a decision rendered. Appeals should be directed to the president of the WAHA or in his absence, to the WAHA secretary. The WAHA Board will only deal with duly elected officers of an association during any appeal. All decisions of the WAHA shall be final unless overruled by USA Hockey.

Appeals to the WAHA board of directors, which are untimely for the entire board to act upon, will be acted on by the appeals committee with the following makeup: president, secretary-treasurer, referee-in-chief, and the vice-president in charge of the category bringing the appeal.
-
Protest involving an independent team or individual game must be made in writing within twenty-four (24) hours to the WAHA for arbitration.
- Only two representatives of each team shall be permitted to appear before the WAHA.
- A sum of $100 shall accompany each appeal or protest. Make check payable to the Wisconsin Amateur Hockey Association. This sum will be refunded if protest is upheld.
ARTICLE 12 MISCELLANEOUS
- All players, officials, teams and league suspended by USA Hockey
shall be automatically suspended by WAHA until such suspension is
lifted by USA Hockey.
- No member of WAHA may play any team outlawed by USA Hockey and shall
be automatically suspended by WAHA until such suspension is lifted by
USA Hockey.
- This organization and no affiliated organization shall discriminate
against any person or organization on the bases of race, color, sex
or national origin.
- Class AAA teams shall represent Wisconsin in USA Hockey Tier I
regional and national tournament. Teams interested in tournament play
must indicate their desire by November 1, upon payment of a $700
fee to the secretary of WAHA. This fee will be used to pay entry fee
into USA Hockey regional playoffs for Wisconsin's representative. If
state playoffs are required, the $700 deposit will be returned to the
losers.

Division 1 through 4 may represent Wisconsin in USA Hockey Tier II
regional and national tournaments. If more than one association
applies, then there must be a head to head competition in a playoff
game, in a neutral location, approved by WAHA, with game expense to
be paid by participating teams. Teams interested in tournament play,
must indicate their desire by October 1, upon payment of a $700
fee to the secretary of WAHA. This fee will be used to pay the entry
fee into USA Hockey regional playoffs for Wisconsin representative.
If state playoffs are required, the $700 deposit will be returned to
the loser.
- Copies of all correspondence between individual league or teams with
officials of USA Hockey shall be sent to the secretary of WAHA.
- All Game Misconducts
and Match Penalties assessed during any WAHA/USA Hockey game shall be
reported by the game Referee to WAHA/WHOA within 24 hours of the
completion of the game. The game Referee shall file an on-line Game
Report through the WHOA website. Also, the game Referee shall mail a
copy of the game score sheet to the WHOA Referee-in-Chief within 24
hours of the completion of the game whenever a Match Penalty is
assessed. Any Referee who fails to comply with this requirement is
subject to suspension under USA Hockey By-Law 10 and WAHA By-Law Article
9.
- All teams registered with WAHA/USA Hockey must use only properly
registered USA Hockey/WAHA/(WHOA) officials for all their games.
Violations of this By-Law are subject to WAHA By-Law Article 9. Any
official who officiates a game involving a team not registered with
USA Hockey, the National Federation of High Schools, the NCAA, the
IIHF or the NHL and its affiliate teams shall be removed from the
WAHA State Playoff and State Tournament officials list for a period
of three years.
- The official method of refereeing USA Hockey/WAHA games is with one
Referee and two Linesmen. However, local associations are authorized
to use two Referees for games under their jurisdiction. (The
two-referee and one-linesman system is not an approved system by USA
Hockey and cannot be used in any USA Hockey/WAHA game without express
written permission by the W.H.O.A. Referee-in-Chief.)
- All invitational tournaments must be registered with USA Hockey and
WAHA. Fees range from $50 to $100 depending upon kind of teams being
invited. Hosting an unsanctioned tournament or violating WAHA and/or
USA Hockey tournament rules will be cause for penalties to the
hosting association:

For the first offense the association will not be allowed to host
invitational tournaments at any age level for the balance of the
current season and following season.
-
For the second offense within a three year period, the violating
association will not be allowed to host or to participate in
invitational and WAHA state tournaments (including playoffs) at any age
level for the balance of the current season and the following season.
-
Penalized associations may not have another affiliate association host
tournaments at the penalized association's site.
-
WAHA affiliate teams participating in unsanctioned tournaments may be
suspended from any WAHA activities for the balance of that season and
the following season.
- WAHA SCREENING POLICY. It is the
policy of WAHA/USA Hockey that it will not authorize or sanction in
its programs that it directly controls any volunteer or employee who
has routine access to children (anyone under the age of majority) who
refuses to consent to be screened by USA Hockey before he/she is
allowed to have routine access to children in USA Hockey's programs.
Further, it is the policy of USA Hockey that it will require the
affiliates to adopt this policy as a condition of its affiliation
with USA Hockey.
A person may be disqualified and prohibited from serving as an
employee or volunteer of USA Hockey if the person has:

Been convicted (including crimes the record of which has been expunged
and pleas of "no contest") of a crime of child abuse, sexual abuse of a
minor, physical abuse, causing a child's death, neglect of a child,
murder, manslaughter, felony assault, any assault against a minor,
kidnapping, arson, criminal sexual conduct, prostitution related crimes
or controlled substance crimes;

Been adjudged liable for civil penalties or damages involving sexual or
physical abuse of children;
-
Been subject to any court order involving any sexual abuse or physical
abuse of a minor, including but not limited to domestic order for
protection;
-
Had their parental rights terminated;
-
A history with another organization (volunteer, employment, etc.) of
complaints or sexual or physical abuse of minors;
-
Resigned, been terminated or been asked to resign from a position,
whether paid or unpaid, due to complaint(s) of sexual or physical abuse
of minors; or
-
Has a history of other behavior that indicates they may be a danger to
children in USA Hockey.
WAHA SEXUAL ABUSE POLICY.
It is the policy of WAHA/USA Hockey that there shall be no sexual abuse
of any minor participant involved in any of its sanctioned programs,
its Training Camps, Hockey Clinics, Coaches Clinics, Referee Clinics,
Regional and National Tournaments or other USA Hockey events by an
employee, volunteer, or independent contractor. Sexual abuse of a minor participant occurs when an employee, volunteer
or independent contractor touches a minor participant for the purpose
of causing the sexual arousal or gratification of either the minor
participant or the employee, volunteer or independent contractor.
Sexual abuse of a minor participant also occurs when a minor player
touches an employee, volunteer or independent contractor for the sexual
arousal or sexual gratification of either the minor participant or the
employee, volunteer or independent contractor, if the touching occurs
at the request or with the consent of the employee, volunteer or
independent contractor.
Neither consent of the player to the sexual contact, mistake as to the
participant's age, nor the fact that the sexual contact did not take
place at a hockey function are defenses to a complaint of sexual abuse.
Upon proof of a violation of this policy, the violator will be
permanently banned or suspended from USA Hockey sanctioned programs
and/or the programs of its Affiliate Associations.

WAHA PHYSICAL ABUSE POLICY.
It is the policy of WAHA/USA Hockey that there shall be no physical
abuse of any participant involved in any of its sanctioned programs,
its Training Camps, Hockey Clinics, Coaches Clinics, Referee Clinics,
Regional and National Tournaments or other USA Hockey events by any
employee, volunteer or
independent contractor. Physical abuse means
physical contact with a participant that intentionally causes the
participant to sustain bodily harm or personal injury. Physical abuse
also includes physical contact with a participant that intentionally
creates a threat of immediate bodily harm or personal injury.
Physical abuse does not include physical contact that is reasonably
designed to coach, teach or demonstrate a hockey skill. Permitted
physical conduct may include, but is not necessarily limits to,
shooting pucks at a goaltender, demonstrating checking and other hockey
skills, and communicating with or directing participants, during the
course of a game or practice, by touching them in a non-threatening,
non-sexual manner.
ARTICLE 13 AMENDMENTS
- Additions to, or amendments of, these Bylaws may be made only by:
-
A motion, in writing on official WAHA agenda submission form sent to
the secretary of WAHA before April 1. Motion(s) will be referred to the
editor of WAHA booklet for review. All motions to change or amend the
Bylaws will be mailed to each WAHA association member by May 1.
-
The motion will then be referred to the Board of Directors of WAHA,
which will consider the motion submitted to it, and take such action as
may be appropriate in preparing the motion for action on the floor at
the annual meeting.
-
The motion shall then be presented to the membership at the annual
meeting.
-
Additions to the Bylaws will need a majority vote of the membership
present.
-
A two-thirds majority vote of the membership present will be required
to repeal or amend parts of the Bylaws.
-
The Board of Directors shall have the authority to add or amend the
Bylaws should USA Hockey make changes and/or amendments affecting the
WAHA.

ARTICLE 1
REGISTRATION & ELIGIBILITY
-
The combined registration fee for the WAHA and USA Hockey shall be:
-
$40
($30 to USA Hockey, $10 to WAHA) for all players over the age of 6 (free for players 6 and under and coaches).
-
Out-of-state and Canadian teams playing in leagues under the
jurisdiction of the WAHA shall comply with all USA Hockey regulations.
-
All teams entering the state tournament must submit their WAHA State Tournament Entry Form and entry fees to the Secretary-Treasurer of WAHA on or before November 15.
-
Team Entry fee for state tournaments will be $625 for Adult Check, High
School, and Midget; $425 for Adult No Check; $525 for Boys Bantam and
down; and all classifications for Women/Girls. All but $75 will be
returned if a team fails to make the state tournament.
-
PLAYER REGISTRATION. Player rosters for all levels of competition must
be submitted by December 31 to be eligible for state tournaments.
Natural outdoor ice teams by January 15.
-
A player may not be registered with more than one (1) association, nor
more than one (1) team in same age classification. A player can,
however, as long as he player meets age classification, be registered with
more than one team in a different age classification within the same
association. A senior player can only be registered with one club in
any senior category.
-
Any team using a player registered with another WAHA or USA Hockey
association, other than WAHA approved co-op teams, shall forfeit any games in which the player participated,
and the player shall be declared ineligible for any further state
tournament competition.
Female youth-age players may be registered on two teams at appropriate
age classification, and if their association does not offer a Girls/Women's
program, they must play for the nearest established association
offering a Girls/Women's program, for the purpose of practice,
exhibition games, league games and tournament competition.
Additionally, a girl residing in an area not represented by an
association, must play for the nearest established association offering
a Girls/Women's program. This exception should not be construed to
dissuade, but rather encourage Girls/Women's programs at any level.
Girls vying for USA Hockey Girls/Women's National Championship cannot
participate in WAHA Girls/Women's State Tournament. NOTE!! This
paragraph does not pertain to WAHA Tier I Girls teams. Appropriate, for
this paragraph, means age classification and two levels above.
-
No player may play for any association other than the association
certified by WAHA to serve the area in which the player resides on a permanent
basis. Conversely, no association, whether or not its
boundaries are certified by WAHA, may accept any player from any area
served by another association whose boundaries are certified by WAHA,
EXCEPT:
-
A player may play for a team from the nearest association offering a
team of higher classification (Division 1, 2, 3 or 4) than the highest
team offered by the association serving player's place of residence.
The player must be selected by that nearest association to play on
their highest classified team. For example: a Squirt from a Division 3
association "B" team could play for a Division 1 or 2 association
provided the player is selected to play on the association's "A" team.
The player could not play for any association classified as Division 3
or 4 or on any team other than the highest classified team of a
Division 1 or 2 association. If a player is not selected to play on the
highest-level team, the player must return to their home association. (NOTE: Players accepted under Section I-1 at all times shall be
considered as an out-of-district player while rostered with any team of
any association except the association serving their place of
residence.)
-
Any team may accept two (2) players under exception 1 above with no
penalty. Any team accepting more than two (2) players, however, will
not be eligible for state tournament competition in that
classification. Written notice is to be given immediately to the
respective associations.
-
A player residing in an area not represented by an association must
play for the nearest established association. Such a player is
considered as residing only in the area of the
association on whose USA
Hockey Roster the player's name and signature first appears. (NOTE:
Players residing in an area having two (2) or more associations shall
be considered as residing only in the area of the association on whose
USA Hockey roster the player's name and signature first appears.)
-
Once an approved association is established to serve a family's place
of residence, the family will be "grand-fathered" and may continue to
play for the original association indefinitely. However, once the
player transfers to the association serving the player's place of
residence, they will be considered as being from that new association
and must meet all obligations mentioned in these By-laws and
Rules/Regulations. (Note: If the player transfers to any association
other than the one serving the place of residence, all obligations
mentioned in these By-laws and Rules/Regulations must be met, including
getting released from the association serving the player's place of
residence.)
-
If in any season an association fails to register enough players to
form a team at a given level, the association may form a co-op team
with another association. To form a co-op team, both associations must
submit a written request to the President of WAHA or, in his absence,
to the WAHA Secretary. The WAHA Board will have final say on all
requests. If approved, the co-op team would be eligible for State
Tournament play, and the co-op would exist for one year only.
-
Players transferred under Section H hereof.
-
Players may transfer from one association to another, regardless of
classification, only with written consent of the releasing association.
No transfers shall be made after December 31. Written consent must be
obtained each of the first two years. (Note: Players accepted upon
written consent for each of the first two (2) years shall still be
considered as being from the association serving their place of
residence and as out-of-district on the roster of the accepting
association). After obtaining written consent for each of the first two
(2) years, the player shall be considered as being from the
transferred-to association.) Any team accepting more than two (2)
players from another WAHA certified association would not be eligible
for State Tournament play. For Example: Team A accepts one (1) player
under rule L-1 and two (2) players under rule J. (Players transferring
from an association classified as "AAA" or "Unclassified" must return
to the association serving their place of residence unless they meet
all obligations covered in these by-laws. [Note: A player who transfers
from a team/association classified as "AAA" or "Unclassified" and does
not return to the association serving their place of residence must
obtain all written releases from both the team/association last played
on and the association serving their place of residence, as
specified in these by-laws.])
-
Players may not transfer from any association for any reason without
meeting their financial obligation and obtaining a written financial
release from the releasing association.
-
CITIZENSHIP. A Player, whose parents or guardian are bona fide
residents of the United States and have made definite intentions of
becoming a United States citizen, is eligible to compete providing the player has the approval of the state officers. It should be noted that any
youth whose parent, parents, or guardian with whom the player is living whose
residence is within the state of Wisconsin is eligible to play on
Junior U.S. and younger classification. EXCEPTIONS: Non-resident
players may participate in High School and under
classifications in the
nearest Wisconsin association program, provided there is no sanctioned
program in the city or town of their residence. Written evidence must
be submitted to the secretary of WAHA before a non-resident player or
players may be used.
ARTICLE 2 - TEAM CATEGORIES
-
ADULT CLASSIFICATIONS
- All Adult teams in WAHA shall be classified as adult non-check over 30,
adult non-check, adult elite, adult U.S.
-
ADULT NON-CHECKING 30 AND OVER Restricted to U.S. residents.
Unrestricted as to citizenship, and unlimited so as to include amateurs
and/or reinstated professionals. Limited as to: Exclude any player who
plays that current season as a professional player, or on an NCAA (Div.
I, II, or III) or Junior College, or College Club team. Players shall
be 30 years of age or older. Exception: Goalkeepers (2) may be 25 years
of age or older before December 31 of the playing season.
- ADULT--NON-CHECKING-- Restricted to U.S. residents. Unrestricted as to
citizenship and unlimited so as to include amateurs and/or reinstated
professionals. Limited as to: Exclude any player who plays that current
season as a professional player or on an NCAA (Div. I, II, or III) or
Junior College, or College club team. Players shall be 18 years of age
or older.
- ADULT--ELITE Restricted to U.S. residents. Unrestricted as to
citizenship but limited to no more than three (3) non-U.S. citizens.
Limited to amateurs and/or reinstated professionals who have played
less than five (5) professional games during that current season.
- ADULT U.S. Restricted to U.S. citizens, either U.S. born or
naturalized with final papers. Limited as to: Exclude any reinstated
professionals and any player who plays that current season on an NCAA
(Div. I, II, or III) or Junior College, or College Club team.

Teams may appeal the use of non-American players to the WAHA Board of
Directors for waiver of this rule.
-
A reinstated amateur is a player who played professional hockey and
signed a professional contract in a recognized professional league, but
who has not participated in a professional league game for two full
seasons.
-
JUNIOR HIGH SCHOOL MIDGET
-
JUNIOR. Restricted to U.S. citizens and to any youth whose parents
residence is the state of Wisconsin and limited to amateurs who are 20
years of age and under on or before Dec. 31 of the hockey season in
which they wish to play.
-
HIGH SCHOOL. A High School team shall consist of only those players
registered and attending a registered high school or an approved DPI
home study program, or registered combination of high school districts
approved by WAHA, and limited to amateurs who are 18 years of age and
under on the first day of the school year of that season in which they
wish to play. Teams shall be classified into "A" and "B" and "C"
divisions upon application to the Classification Committee. NOTE: No
WIAA players are eligible for state tournament play.
NOTE: USA Hockey Age Classification Chart is found in Appendix I, at the back of

MIDGET 18 & UNDER. Restricted to any youth whose parents' residence is
the State of Wisconsin and limited to amateurs who are 18 years of age
and under on or before Dec. 31 of the hockey season in which they wish
to play.
NOTE: No WIAA players are eligible for state tournament
play.

MIDGET 16 & UNDER. Restricted to any youth whose parents' residence is
the State of Wisconsin and limited to amateurs who are 16 years of age
and under on or before Dec. 31 of the hockey season in which they wish
to play.
No WIAA players are eligible for state tournament play.

YOUTH BOYS CLASSIFICATIONS
NOTE: USA Hockey Age Classification Chart is found in Appendix I, at
the back of this book.

BANTAM. Restricted to any youth whose parents' residence is the State
of Wisconsin and limited to amateurs who are 14 years of age and under
on or before Dec. 31 of the hockey season in which they wish to play.
No WIAA players are eligible for state tournament play.

PEEWEE. Restricted to any youth whose parents' residence is the State
of Wisconsin and limited to amateurs who are 12 years of age and under
on or before Dec. 31 of the hockey season in which they wish to play.
-
SQUIRT. Restricted to any youth whose parents' residence is the State
of Wisconsin and limited to amateurs who are 10 years of age and under
on or before Dec. 31 of the hockey season in which they wish to play.

MITE. Restricted to any youth whose parents' residence is the State of
Wisconsin and limited to amateurs who are 8 years of age and under on
or before Dec. 31 of the hockey season in which they wish to play.

GIRLS CLASSIFICATIONS

ADULT WOMEN. Any age.

GIRLS 19 & UNDER - Restricted to any girl, who's residence is the State
of Wisconsin and limited to amateurs who are nineteen (19) years of age
and under on or before December 31 of the hockey season in which they
wish to play.

GIRLS 16 & UNDER - Restricted to any girl, whose parent's residence is
the State of Wisconsin and limited to amateurs who are sixteen (16)
years of age and under on or before December 31 of the hockey season in
which they wish to play.

GIRLS 14 & UNDER Restricted to any girl, whose parent's residence is
the State of Wisconsin and limited to amateurs who are fourteen (14)
years of age and under on or before December 31 of the hockey season in
which they wish to play.

GIRLS 12 & UNDER - Restricted to any girl, whose parent's residence is
the State of Wisconsin and limited to amateurs who are twelve (12)
years of age and under on or before December 31 of the hockey season in
which they wish to play.

GIRLS 10 & UNDER - Restricted to any girl, whose parent's residence is
the State of Wisconsin and limited to amateurs who are ten (10) years
of age and under on or before December 31 of the hockey season in which
they wish to play.

GIRLS 8 & UNDER - Restricted to any girl, whose parent's residence is
the State of Wisconsin and limited to amateurs who are eight (8) years
of age and under on or before December 31 of the hockey season in which
they wish to play.
ARTICLE 3 CLASSIFICATION
WISCONSIN AMATEUR HOCKEY
USA HOCKEY TIER DEFINITION
- DEFINITION AND CRITERIA
- BEFORE AND AFTER -
All Before
and After high school team players must attend a Wisconsin high school or an
approved DPI home study program within the State of Wisconsin.
- TIER I
AAA - An undistricted team that registers three
or more players from districted teams, enters Regional and National USA
Hockey Tournaments and pays their $700.00 entry fee by October 1st of
the playing season.
TEAM WISCONSIN - The Before and After midget-age program sanctioned by the Wisconsin Amateur Hockey Association.
- Tier I Committee: The WAHA President shall establish and appoint a Tier I Committee comprised of a minimum of three (3) WAHA Directors. The WAHA President shall appoint the Tier 1 Committee Chairperson.
- Authority: The Tier I Committee shall have responsibility for all matters pertaining to Tier I Member Associations, Tier I Organizations, Tier I Teams and Tier I Hockey, subject to the WAHA Board of Directors review, direction, change and approval. This shall include, but is not limited to, recommending the following: (i) granting or terminating of authority to organize
and/or operate a Tier I organization, club or association ("Tier I Organization") and/or field a Tier I Team ("Tier I Team"); (ii) the total number of Tier I Teams permitted in any age division; and, (iii) establishing guidelines which shall be used to carry out the purpose of the Committee.
- General Intent: The general intent of Tier I Hockey in Wisconsin is to provide an opportunity for the best Wisconsin youth
players to develop and compete at the highest level of hockey available in North America at their ages by and through USA Hockey and WAHA. Tier I Hockey in Wisconsin is limited to those youth players who have the desire and ability to play at a higher level and wish to continue to develop as players by playing Tier I Hockey. Tier I Hockey is not intended to place pressure on any Youth Player to play Tier I Hockey.
- Guidelines For Determining The Number of Teams: Guidelines for determining the number of Tier I Teams shall include, but not be limited to the following:
- The number of rostered players in an age division;
- The number of rostered players in the age division who will play Tier I hockey;
- Not more than four (4) Tier I Organizations and no more than 5% of boys registered skaters in the state of Wisconsin. An organization will field no more than six (6) Tier I Teams;
- No Tier I Organization shall have more than
one (1) team at an age level, except where the WAHA Rules authorize Major and Minor levels at that age level and then the Tier I Organization may have two teams at that age level, one team at Major and one team at Minor only. A Minor player is defined specifically as one that is at the first year of that age level;
- No Tier I Organization may have a Squirt Minor or Mite team;
- No Player may play on any Tier I Team unless that player is of at least Squirt age (under USA Hockey age classifications) for the upcoming season. No Mite age (under USA Hockey age classifications) players are allowed to play Tier I Hockey.
- Tier I Organizations:
- General: A Tier I Organization is an organization duly organized and operating in accordance with the By-Laws, Rules, Regulations and Policies of WAHA and authorized annually by WAHA to field, govern and control Tier I Teams organized by that Tier I Organization in the State of Wisconsin on a season by season term and which authorization expires annually at the end of the authorized season (September 1 through August 31).
- Limitation: Tier I Organizations must be an entirely separate and distinct entity and operation apart from a Tier II Organization. A Tier I Organization or Tier I Team cannot be part of or affiliated with a Tier II Team or Tier II Organization and no person shall be an Officer, Director, Hockey Director, Coach, Coaching Director, Manager, etc. of a Tier I Organization and hold any of the above positions in an Tier II Organization. Nothing herein shall be interpreted to preclude an Independent Contractor who is offering his/her services to the public at large from offering and providing his/her services as a skating or skills instructor to any Tier I or Tier II Team. The Independent Contractor shall not be an employee, full-time instructor or representative of either organization nor participate in any manner, directly or indirectly, with the evaluation of players, recruiting or offering Players the opportunity to play for the Organizations which hire the Independent Contractor.
- Responsibility: Each Tier I Organization shall govern, control and be fully responsible for its organization, the actions, inactions and/or infractions of its teams, players, coaches, managers, parents, and personnel. This responsibility shall include debts incurred by or in the name of the Tier I Organization or any of its Tier I Teams
- Tier I Season: The Tier I Organization playing season shall commence on September 1st of each year and end on the last day of the Nationals Tournament of each year unless otherwise unanimously approved by the Tier I Committee.
- Tier I Team Authorization Procedure:
- Application: New Tier I Team Organizations and any existing Tier I Organization that has met all of the Tier I Organization requisites for the previous season ("Existing Tier I Organization) shall complete and deliver to the Tier I Chairperson, no later than April 1st of each year, the WAHA Tier I Application along with an application fee determined by WAHA. Each application shall comply fully with the requirements set forth in paragraph G (3) below. No new or existing Tier I Organization shall have authority to operate or otherwise participate in Tier I Hockey in any capacity unless it has received its authorization in writing. The Tier I Committee and Tier I Chairperson shall recommend to the WAHA Board of Directors the acceptance or denial of the application. The recommendation shall be in writing and shall clearly state any and all reasons. An appeal by an existing Tier 1 organization from such a denial may be taken to the WAHA
Board of Directors at the next meeting thereof, or at a special meeting called for the purpose of hearing the appeal, but only if a reasonable time is afforded the denied Tier 1 organization to prepare its appeal.
- Notification: Beginning with the2005-2006 season, existing or new Tier I Organizations will be notified in writing of the acceptance or denial of its application by May 1st
by the Tier I Chairperson, or his/her designee.
- Minimum Requirements: Every authorized new or existing Tier I Organization shall comply with the minimum requirements set forth in this Article, WAHA and USA Hockey By-laws, Policies, Rules and Regulations, which include, but shall not be limited to, the following:
i. A Tier I Organization must have at least one Pee Wee Youth Team and at least two (2) additional Youth Teams from one of the following divisions: PeeWee, Bantam and Midget.
ii. No Tier I Organization may apply for or have more than one Minor and one Major team at any given age level authorized by WAHA. A Minor team must consist of all Minor age players.
iii. No Tier 1 authorization will be given for any Mite teams.
iv. A list of Officers and Directors, the number of Tier I Teams at each level must be submitted in writing to the WAHA Tier 1 Chairman by April 1st. The names of the Coaches for each team with written proof that each Coach has obtained the appropriate Coaching Certification level and has complied with WAHA’s screening requirements or has the ability to and will obtain those must be submitted by August 1st or by the first game.
v. Financial information demonstrating that the Tier I Organization is financially solvent and stable with the ability to finance the next season can be requested at any time from the WAHA board. If an organization is forced to stop operations in the middle of the season, each player will be refunded their pro-rata share of fees.
vi. Documentation demonstrating that the Tier I Organization is able to procure sufficient ice to support an appropriate number of home games and practices consistent with the size of its program, its season and this Article.
vii. A Fact Sheet as defined in Paragraph H (7) below.
viii. Written By-Laws, Rules and Regulations.
ix. Current compliance and a statement of future ability, intent and procedures to comply with the USA Hockey and WAHA By-Laws, Policies, Rules and Regulations.
x. Internal Revenue Service 501 c.3 tax exemption status under the Internal Revenue Code.
xi. All Tier I games played in Wisconsin must be officiated by properly registered USA Hockey and WHOA officials. The one referee/two linesman officiating system is strongly recommended for all Tier 1 games.
xii. All team owners, directors of hockey operations, directors and managers of a Tier 1 Hockey Association must be legal residents of the State of Wisconsin.
- Team Selection Process:
a. Procedures: Each Tier I organization shall institute procedures to select the best players available. Guidelines for team selection process shall include, but not be limited to the following:
i. Each Tier I Organization shall hold open tryouts. Commencing with the 2005-2006 season, tryouts may not be announced or advertised until the Tier I Organization has received written notification of acceptance of its application for the ensuing season by the Tier I Chairperson.
ii. Personal invitations for tryouts are permissible but tryouts must be announced publicly through a general publication or individual mailing to all players at each level, inviting any player who wishes to tryout. This announcement shall take place at least thirty (30) days
prior to any tryouts. “Publication” defined as newspapers, mailing lists, etc.
iii. The announcement must contain a minimum of at least the following information:
2) Levels of tryouts and Coaches name, if known
3) Contacts with phone numbers
4) Dates, Location, and Times of tryouts
5) Brief statement about the program
7) The date contact is permitted by any Tier 1organization’s rep.
iv. Each Tier I Organization shall provide a Fact Sheet that shall be provided to anyone who makes an inquiry.
v. No player shall be solicited nor shall the possibility of playing Tier I Hockey be discussed with any Player, prior to the conclusion of the USA Hockey National Tournaments but no earlier than April 15th, except for an existing Tier I Player for the particular Tier I Organization for which that Player played during the existing season and then only by that Tier I Organization.
vi. If a new prospective Player initiates contact, the Tier I Organization will advise it cannot discuss the matter and will advise the individual/individuals of the date after which contact is permitted.
b. Submission to Tier I Chairperson: The signed Player Card
and Parental Acknowledgment form must be submitted to the Tier I Chairperson by the dates set out in these Rules or as designated by the Tier I Chairperson.
c. Rosters: USA Hockey Rosters must be submitted to the Tier I Chairperson by the dates set out in these Rules or designated by the Tier I Chairperson.
d. Player Commitment: Any player who signs a Fact Sheet is committed to that Tier I Organization and Tier I Team for the ensuing Playing Season and cannot play for another USA Hockey/WAHA registered team, Tier I or otherwise, except Girls, during the same season. Any player who signs a Fact Sheet for any Tier I Organization shall not be recruited by or on behalf of any other Tier I Team or Organization and cannot be removed from that Tier I Organization Team’s roster
without the approval of the Tier 1 Committee. Recruiting violation or tampering shall be referred to the Tier 1 Committee for their review and any recommendations to the WAHA Disciplinary Committee.
e. Roster - Return: USA Hockey rosters for Tier I Teams must be submitted to the WAHA Secretary-Treasurer by August 15th of the ensuing Playing Season for
Squirt, PeeWee, Bantam and Midget teams.
f. Commitment Date: No Player shall be required to commit to play on a Tier I Team or sign a roster or pay monies in excess of actual ice time cost prior to August 1st.
g. Fact Sheet: Tier I Teams and Tier I Organizations shall furnish each Player and his/her parent(s), in writing, before any tryout and prior to signing a Player Card, a Fact Sheet, providing full disclosure about Tier I Hockey by the Tier I Organization indicating all costs, (which shall, at a minimum, fund raising requirements, any additional funds or monies due from the player) number of games and practices, amount of travel, any "rules" of the Tier I Organization/Team, and the actual costs of playing for the Tier I Team and Tier I Organization. Any
organization that stops operations in the middle of the season will pay each player a pro-rata share of any monies paid. Parents/Legal Guardians and players need to sign the fact sheet and return to their Tier 1 organization by August 15th.
- The WAHA Board of Directors has final approval of all recommendations and decisions by the WAHA Tier 1 Committee.
- TIER II
All classifications of districted teams that register players from their district (Mite through Bantams only). These teams also play in the WAHA State Tournaments and are eligible for Tier II USA Hockey Regional and National Tournaments when held.
All districted full-season Midget teams, and any partial-season Midget team (before and after team) are eligible for Tier II USA Hockey Regional and National Tournaments, excluding Team Wisconsin.
All Tier II National Tournament-bound teams must be comprised of only players whose residence is within the State of Wisconsin.
The before and after season shall commence on September 1st of each year and cease upon the beginning of
the Wisconsin Insterscholastic Athletic Association (WIAA) hockey season. It shall than commence again at the completion of the WIAA hockey season and end on the last day of the National Tournament of each year unless otherwise unanimously approved by the Tier I Committee.
Eligibility to participate on a before and after team (Tier II) is restricted to any youth whose parents or legal guardian’s residence is the Sate of Wisconsin.
Levels of Classification Defined:
Division 1 – A districted association that is considered to be one of the top associations in the state.
Division 2 - A districted association that is classified at a level between Division 1 and Division 3.
Division 3 – A
districted association that is classified at a level between Division 2 and Division 4.
Division 4 – A districted association that is determined to be at the fourth level of WAHA classification.
Unclassified - An unclassified program accepts three or more players from districted associations. Associations designated as unclassified are not eligible for WAHA state tournament play.
Classifying Associations:
Teams in each division will be reflected as listed below, effective in the
2002-2003 season:

Associations are placed into divisions using the following criteria:
- Ability to schedule ice.
- Number of youth teams.
- Success in league play.
- Number of times teams qualify for state tournaments.
- Past success at state tournaments.
- Size of association number of skaters.
Classification - All districted associations at the Bantam, Peewee,
Squirt and Mite levels are to be classified into four divisions for
state play in the manner listed below. Teams that wish to play in a
higher division, see Exceptions to Classification.
Division 1
1A - the top team in the association
1B - the second team in the association
1C - the third team in the association
1D - the fourth team in the association
1E - the fifth team in the association
If a Division 1 association has more than five teams, it may register
those additional teams at any level in their division. Division 1 teams
may only play in Division 1
Division 2
2A - the top team in the association
2B - the second team in the association
2C - the third team in the association
If a Division 2 association has more than three teams, it may register
those additional teams at any level in their division. Division 2 teams
may only play in Division 2.
Division 3
3A - the top team in the association
3B - the second team in the association
3C - the third team in the association
If a Division 3 association has more than three teams, it may register
those additional teams at any level in their division. Division 3 teams
may only play in Division 3.
Division 4
4A - the top team in the association
4B - the second team in the association
4C - the third team in the association
If a Division 4 association has more than three teams, it may register
those additional teams at any level in their division. Division 4 teams
may only play in Division 4.
UNCLASSIFIED
An undistracted team that registers three or more players from districted teams.
- CLASSIFICATION ACTIONS:
A. The Classification Committee of the WAHA Board reserves the right to determine the division level of each association. In addition, the Classification Committee reserves the right to approve or disapprove any association requests to be placed at a given division.
B. Exceptions to Classification: In any one year, any team not categorized as Division 1 may apply to skate at the next higher division, but they must participate at the highest level at that division. In the event that a given level has less than six teams registered for the state tournament, that level will be combined with the next highest level in their division.
C. Classification Appeals: Associations
have the right to petition WAHA to be classified at a different division and to appeal the division placement to the Classification Committee. The Classification Committee makes division placements recommendations to the WAHA Board. The WAHA Board has the final decision-making power over all division placement decisions.
D. Tournament Entry
- A team and/or association MUST enter their highest classified team in a state tournament BEFORE they can enter a team in a lower classification tournament (A before B, B before C, C before D).
- An association that is reclassified to a higher classification may hold one team back for the upcoming season for state tournament play.

DIVISION 3 Altoona, Amery,
Antigo, Ashland, Baraboo, Beaver Dam, Black Hawk, Black River Falls, Burnett County, Dells/Delton, Grantsburg, Lakeland, Manitowoc, Marinette, Monroe, Reedsburg, Rhinelander, River City, Sauk Prairie, Sheboygan, Somerset, Spooner, Tomah, Tomahawk, Washington County, Waupaca, Waupun, West Salem. DIVISION 4 Barron-Chetek, Cumberland, Ice Wolves, Iron River, Medford, Merrill, Neillsville, North Lakeland, Oshkosh, Price Ice, River Valley, Shawano, Sparta, Viroqua UNCLASSIFIED Pettit Nationals, Central Wisconsin Saints High school programs shall be “A” or “Varsity” and “B” and “Junior Varsity” which are defined as follows: Varsity (A) teams which
are the top skill level club in the area being served; Junior Varsity (B) teams which are the second and third skill level in the area being served, and the top skill level of teams from associations that do not have regular access to guaranteed ice conditions. (NOTE: In areas where there is a sanctioned WIAA program, such teams shall be considered as being in the top skill level.)
ARTICLE 4 STATE TOURNAMENT RULES

General Rules
-
All state tournaments shall be under the supervision of the officers of
the WAHA Tournaments will be awarded by the Tournament Committee
composed of the Vide Presidents of WAHA, subject to approval by the
WAHA Board as a whole. Bids for tournaments must be received prior
to the annual meeting. Clubs and associations must be members of WAHA
and ALL teams under their jurisdiction must be registered for any teams
to be eligible for state tournament competition.

All state tournaments must be sanctioned by the WAHA. Tournaments are
awarded at the annual meeting in May. A sanction fee of $100 shall be
included with each tournament bid.

The Adult (Adult U.S.) Tournament may be held in two (2)
classifications; namely, Class A and Class B. Tournaments are limited
to eight (8) teams and third place game may be eliminated. If more than
eight (8) teams enter, elimination games shall be played. Wis. State
Senior League shall be permitted a minimum of four teams in the State
"A" Tournament.

The host city is automatically entered in the state tournament.
-
Regional tournaments may be held to determine representatives to the
state tournaments. If tournaments are not practicable, then
play-off games shall be conducted. Regional tournaments,
and/or
play-offs, must be completed by Sunday evening of the officially
designated State Tournament Playoff Weekend (see "Dates to Remember",
inside front cover of this book). These tournaments must consist of
regulation games appropriate for the age classification.

Any team that qualifies for a regional/state playoff tournament and
withdraws from that tournament or forfeits any game during state
playoffs or tournaments will not be eligible for a refund. In addition,
the team's association will be ineligible to enter or host any
regional/state playoff tournaments during the next regular playing
season. (A qualified team is any team that properly registers with WAHA
and USA Hockey and enters state tournament play by paying the entry fee
prior to November 15.) The Board of Directors prior to
instituting the penalty shall conduct a hearing.

Time for periods for state tournament game shall be STOP time. Any time
a team has a six (6) goal lead; the game will be played in running
time. Stop time will resume only of the lead is less than six (6)
goals.
During running time:
* The clock is stopped when a goal is scored, to
assess a penalty, for injuries, or at the direction of the on-ice
officials. Once the puck is dropped to restart play, running time
resumes.
* Running time continues during the serving of all penalties. If a
penalty expires during a stoppage of play, the
penalized player must remain in the penalty box until the puck is dropped to start play.
* If a player is serving a penalty that must wait for a stoppage of play
(e.g., misconduct, coincidental minors), the player may return to
the ice during the stoppage if it does not hold up play. Otherwise, the
player must wait until the next stoppage of play.

*Overtime shall be played in the semi-finals and finals only if two
(2) division round-robin tournaments are played. In single
elimination tournaments, games ending in a tie after regulation play
shall continue with sudden death overtime period(s) until a winner is
determined. Following is the recommended procedure for
resurfacing in the case of multiple overtimes (if time allows):
play the first overtime immediately following the third period and
than resurface. Than play the number of overtimes that approximate
the length of a regular period, and than resurface again. Follow this
format until a winner emerges. |

Properly registered and classified teams in good standing are eligible for the WAHA tournaments.
-
U.S. teams outside Wisconsin whether independent or players playing in
league under the jurisdiction of the WAHA shall not be eligible for WAHA
tournaments.
-
Canadian teams or players playing in league under the jurisdiction of the
WAHA shall not be eligible for WAHA tournaments.
-
Any league or team violating any of the rules and regulations of the WAHA
during the playing season may be barred from the WAHA tournament,
regardless of its own league rules and regulations.
-
Each league shall select its representative to the WAHA tournament in any
way it sees fit, as long as said representative conforms to all the rules
and regulations of the WAHA.
-
No affiliate shall tie their affiliates to any plan which decides which
team shall be eligible for state tournament play, unless that plan is
approved by the WAHA Board of Directors on/or before December 31 of that
playing season.

Player regulations for WAHA sanctioned tournaments:

High School teams and below may have a maximum of 20 players except for
High School which may roster 25 players and may play 20 players. Adult
teams may register 25 players but have no more than 20 players suited up
